Walter,Director of Public Works Prepared By: Peggy Mandeville, Principal Transportation Planner SUBJECT: FINAL ADOPTION OF ORDINANCE AMENDING CHAPTER 10.52.030 (TIME OF OPERATION) OF THE SAN LUIS OBISPO MUNICIPAL CODE EXPANDING PARKING OPERATIONS TO INCLUDE SUNDAY RECOMMENDATION Adopt Ordinance No. 1566 (2011 Series) amending Chapter 10.52.030 (Time of operation)of the San Luis Obispo Municipal Code expanding parking operations to include Sunday. DISCUSSION Downtown parking has been free on Sundays. Downtown business hours have changed dramatically since parking meters were installed approximately 60 years ago when most businesses were closed on Sunday to most now remaining open. By expanding parking services to include Sunday, the fixed costs to operate and maintain these parking spaces are equitably paid for by all of the users. On July 5, 2011, the City Council received a presentation by staff regarding proposed amendments to Chapter 10.52.030 (Time of operation) of the San Luis Obispo Municipal Code to expand parking services to include Sunday from 1:00 pm to 6:00 pm. At the meeting, the Council voted 5 to 0 to introduce Ordinance No. 1566 (2011 Series) amending Chapter 10.52.030. Expanding parking meter rates to include Sundays requires modification by ordinance pursuant to California Vehicle Code section 22508. Ordinance No. 1566 (2011 Series) is now ready for adoption and will become effective thirty days after the date of its final passage.
