Walter, Director of Public Works Prepared By: Peggy Mandeville, Principal Transportation Planner SUBJECT: CALTRANS TRANSPORTATION PLANNING GRANT APPLICATION FOR THE BOB JONES TRAIL: OCTAGON BARN CONNECTION RECOMMENDATIONS 1. Approve the submission of a Caltrans transportation planning grant for multi-jurisdictional corridor planning for the southern entrance to San Luis Obispo (Bob Jones Trail: Octagon Barn Connection). 2. Adopt a resolution authorizing the City Manager to enter into any subsequent cooperative agreements or contracts for the project and execute the grant documents. 3. Appropriate Caltrans Transportation Planning grant funds in the amount of $76,230 when grant is awarded. 4. Appropriate and approve the use of the 10% local match funds; $6,355 from the Transportation Division's operating budget and $2,115 from in-kind staffing support when grant is awarded. 5. Appropriate an expenditure budget for the Bob Jones Trail: Octagon Barn Connection in the amount of$84,700 when grant is awarded. DISCUSSION In November 2002 the City Council adopted a preliminary alignment plan and report for the Bob Jones City-to-Sea Trail .within the City limits to Los Osos Valley Road. The County adopted a similar alignment plan in 2007. Because neither effort included planning to the City/County jurisdictional boundary, an approximate one mile gap has not been planned between the County's Octagon Bam and Los Osos Valley Road. With the assistance of community member Helene Finger, on March 30, 2011, staff submitted a community based transportation planning grant application titled, Multi-Jurisdictional Corridor Planning for the Southern Entrance to San Luis Obispo. Due to the short time period for submitting the grant application, staff was unable to obtain Council approval prior to submitting the grant application. Staff will rescind the submitted grant application if Council decides not to authorize this application. C6-1 Caltrans Transportation Planning Grant Application Page 2 The grant will fund the planning of a one-mile bikeway corridor on the Bob Jones City-to-Sea Trail between the Octagon Barn and Los Osos Valley Road (Attachment 1). The effort will result in a community supported preferred route plan and report that completes the planning for this regional non-motorized transportation system. The community and stakeholder based final planning report and preferred trail route will be the guiding documents for the environmental review, final design, permitting, and construction phases of the project. Armed with key planning data based on significant public input, the City/County will be prepared to move into the environmental review and final design stages. The resulting plan will also be utilized to attract funding for construction of this bikeway section. A component of the grant application requires a local resolution from the applicant's governing board stating the title of the person authorized to enter into a contract with Caltrans. The attached resolution (Attachment 3) will satisfy this requirement. CONCURRENCES As part of the 2011-13 Financial Plan goal setting process, the Bicycle Advisory Committee, Planning Commission, Parks and Recreation Commission, and Joint Use Committee recommended this project be pursued. As a result, the project was included in the 2011-13 Financial Plan as one of several projects that implements the Traffic Congestion Relief Major City Goal. FISCAL IMPACT The project is included in the approved preliminary 2011-13 Financial Plan, Appendix B, pages 3-175 through 3-177, and provides a Capital Improvement project description titled "Bob Jones Trail: Octagon Barn Connection" (Attachment 2). The Capital Improvement Plan identified a total of$550,000 of anticipated grant funding over the next five years. The project is anticipated to be primarily grant funded. However, to meet the requirements of the community based transportation planning grant, additional funds are needed to support the required public outreach efforts. Staff has augmented C6-2 Caltrans Transportation Planning Grant Application Page 3 the grant application to ask for these additional funds, now totaling $76,230, and to accelerate these grant funds in the 2011-12 fiscal year. Specifically, the following funding information included in the grant application is provided below in Table 2. The City will be required to provide 10% local matching funds. Staff has received approval from the granting agency to use City staff time as an "in-kind" match in lieu of a monetary match. Staff has projected $2,115 of staffing costs (Principal Transportation Planner) that will be allocated towards this project. The remaining local matching funds of $6,355 will be.provided by the Transportation Division's operating budget. The City Council may direct staff to withdraw the transportation planning grant application. Staff does not recommend this alternative as this grant is needed to fund the planning effort before additional grants can be sought for design and construction of the project. ATTACHMENTS 1. (2011 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING THE GRANT SUBMISSION AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH CALTRANS ON BEHALF OF THE CITY FOR THE COMMUNITY BASED TRANSPORTATION PLANNING GRANT TITLED MULTI-JURISDICTIONAL CORRIDOR PLANNING FOR THE SOUTHERN ENTRANCE TO SAN LUIS OBISPO WHEREAS,the City Council has adopted a Bicycle Transportation Plan that complies with the content requirements of Section 891.2 of the California Streets and Highways Code; and WHEREAS, San Luis Obispo's Bicycle Transportation Plan ranks the Bob Jones City-to- Sea Trail and Railroad Safety Trail as the highest priority bikeway projects in the City; and WHEREAS, the San Luis Obispo Bicycle Advisory Committee (BAC) has recommended that the City Council prioritize corridor planning for the southern entrance to the City (also known as the Bob Jones Trail: Octagon Bam Connection); and WHEREAS, the San Luis Obispo City Council approved the Bob Jones Trail: Octagon Barn Connection project as part of its 2011-13 Financial Plan; and WHEREAS, the City Council finds that the planning and implementation of this project will improve bicycle commuting in San Luis Obispo and the region, consistent with the community's General Plan Circulation Element and Bicycle Transportation Plan. NOW THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo that the Council approves the Caltrans grant submission and authorizes the City Manager to enter into any subsequent agreements or contracts with that agency for multi jurisdictional corridor planning for the southern entrance to San Luis Obispo.
