The recent removal of the protest campers at the County Court House done under
the cloak of public health is a thinly disguised interference with the public's right to
protest in support of the national issues with the abuses to the nation's economy by the
Wall Street insiders. The court house is the traditional place to venue public concerns
with our governments and the using sanitation claims to shut down such activities is
unconstitutional at the least. Even the notice from the city government made reference to
the restrooms closed by the city as the excuse to disallow the protesters use of public
venue. The city is recklessly negligent in its closing of restrooms while such legal
activities are taking place.
San Luis Obispo,the happiest place on earth,would be a lot happier if our
citizens were not locked out of public restrooms while public activities are scheduled.
Even on Farmer's Market night when the downtown streets are full of people, the public
restrooms are typically locked. Our city welcome visitors to these regularly scheduled
activities but closes the public restrooms while they are here. Sure there are the portable
toilets that are set out on the side streets,but they are not a welcome experience for the
people. They are not well lighted and are a challenge for the handicapped.
Another issue that seems to be ignored by the City Council is the lack of soap in
the public restrooms all over the city. Those downtown activities are frequently involved
with the dispensing of food and there are no really sanitary facilities for the public as well
as vendors to wash their hands. In other public restrooms that serve the parks even where
there are also food handling areas still there is no soap for proper sanitation. The health
codes are not enforced in the public parks. No orders to vacate the parks for lack of
sanitation are made. The city is negligent in not complying with health codes in not
providing soap in its public restrooms. The one exception I have found is the restroom in
the City Hall but that is not usually available.
Using the excuse of not having proper sanitation at a public venue protest site
when the city locks up its public restrooms when activities happen in the downtown
makes the city actions to interfere with lawful protest an outrageous assault on citizen
rights. Shame on our city's behavior.

8.48. 010 Washrooms—Public washrooms.
Every person maintaining any toilet, washroom or bath or shower room for the use of employees
or the public shall at all time keep the floors, walls, ceilings, lavatory, urinals and toilet bowl free
from any accumulation of dirt, filth or corrosion. All lavatories shall be supplied with soap and
individual towels with a receptacle for their disposal. All toilet rooms shall be provided with
toilet paper.
