SUBJECT: Submittal of plans and specifications for "Santa Rosa Park Irrigation Replacement City Plan No. M-05Y CAO RECOMMENDATION: Approve plans and specifications and authorize staff to advertise for bids, find that the project is not of sensitive or exceptional community interest, and authorize the City Administrative Officer to award contracts within the estimated cost. BACKGROUND: Santa Rosa Park is approximately 40 years old. The existing irrigation system has deteriorated and wastes water. This project will install A modern system that has been designed to take advantage of current technology in irrigation and water conservation. Construction of this project will reduce water consumption and will reduce repair time and costs which are very high due to the age of the system. The Utilities Department has conferred with the private geologist working for the City to develop ne:: well water sources and the Recreation Director who helped develop Santa Rosa Park. They have determined that very poor potential cor a productive well exists at Santa Rosa Park due to the extremely shallow rock conditions that are present in the park. This project will help meet the stated City parks program goal which is to maintain safe, useful and attractive parks and landscape areas. This project conforms with the City's adopted five year water conservation program in the following areas : 1 . Water Waste Program - It replaces a faulty system thus eliminating water waste 2. Landscape Water Audit Program - The irrigation system is designed to conform with the state landscape water management program based on evapotranspiration rate. Efficient use of irrigation water will be achieved by proper distribution and elimination of leaks. The project scope increased during design. Inspection of the pipes showed that they were in worse condition than had been anticipated. All piping is to be replaced back to the street service. The water meter had to be relocated to conform to the County requirements for backflow prevention. Coordination The Community Development Department has determined that this project has a categorical exemption from further environmental evaluation. Fiscal Impact Engineer's estimate: $ 133,000 Contingencies: $ 13,000 TOTAL $ 146,000 Funds Available'­ The FY 1988-89 Capital Reinvestment Program Budget (page E-9) as ammended in June 1988 identified $94,000 for the construction of this project.
