SUBJECT
Submittal of Plans and Specifications for "Storm Drain Improvement Project:
Higuera St. and Santa Rosa St. ; and Waterline and Sewerline Projects:
Higuera St. - Osos to Santa Rosa; City Plan Nos. N-10E, N-53P & N-54R."
RECOMMENDATION:
Approve Plans and Specifications, Authorize Staff to Advertise for Bids and
Authorize CAO to Award Contract.
BACKGROUND:
The Flood Management Policy adopted on June 1983 identitied 17 street drainage
improvement projects around the City. This project is one of the six remaining
projects listed in the policy (pg. E-2b).
The storm drain project proposes to construct a new 6'x 8' box culvert under
Higuera and Santa Rosa Streets that will serve to bypass and replace an
existing storm drain under existing buildings on the northerly side of Higuera
�- Street. The existing box structure was privately installed years ago and is
undersized and deteriorating. Once the project is completed, the existing
culvert will be the responsibility of the property owners who still use the
culvert for their site drainage. The storm drain project was included in the
1987-89 Capital Reinvestment Plan at an estimated cost of $250,000. Due to the
the large size culvert required to adequately ctavey the flood flows, and the
depth at which this culvert must be constructed, which were not anticipated,
the cost is higher than previously estimated.
The waterline and sewerline projects were added when it was determined that the
storm drain project could not be constructed witnout completely closing the
streets. Maintenance crews were consulted and it was determined that the water
and sewer lines in Higuera Street have been a continuing maintenance problem,
and it was felt that since the streets have to be closed, this would be an
opportune time to replace these facilities.
This project has been given an EIR clearance by the Planning Department.
Status: Categorical Exemption.

There was $250,000 budgeted for the storm drain project. Additional money
will need to be transferred from the CRP appropriation of the Capital
Outlay Fund to cover the additional costs for t*e storm drain, waterline
and sewerline, once bids are received.
CONSEQUENCE OF NOT TAKING ACTION:
The substandard condition will remain and the existing culvert could fail
which could cause blockage and flooding of privc-te property in the area.
Also, costs may be higher at a later date.
ACTION RECOMMENDED:
Approve plans and specifications, authorize staff to advertise for bids
and authorize CAO to award the contract.
