N-10E, N-53F g N-54R." RECOMMENDATION: Adopt Resolution Awarding Contract to Madonna Construction Company of San Luis Obispo, Calif. in the Amount of $437,252. BACKGROUND: The Flood Management Policy adopted on June 1983 identitied 17 street drainage improvement projects around the City. This project is one of the six remaining projects listed in the policy (pg.. E-2b). The storm drain project proposes to construct a new 6'g 8' bog culvert under Higuera and Santa Rosa Streets that will serve to bypass and replace an existing storm drain under existing buildings on the northerly side of Higuera Street. The existing bog structure was privately installed years ago and is undersized and deteriorating. Once the project is completed, the existing culvert will be the responsibility of the property owners who still use the culvert for their site drainage. The storm drain project was included in the 1987-89 Capital Reinvestment Plan at an estimated cost of $250,000. Due to the the large size culvert required to adequately convey the flood flows, and the depth at which this culvert must be constructed, which were not anticipated, the cost is higher than previously estimated. The waterline and sewerline projects were added when it was determined that the storm drain project could not be constructed without completely closing the streets. Maintenance crews were consulted and it was determined that the water and sewer lines in Higuera Street have been a continuing maintenance problem, and it was felt that since the streets have to be closed, this would be an opportune time to replace these facilities. This project has been given an EIR clearance by the Planning Department. Status: Categorical Exemption. The City Council authorized staff to advertize for bids on March 21 , 1989. The Council directed staff to investigate the possibility of keeping Higuera Street open for one lane of through traffic during the project. Staff determined that traffic could not be safely accommodated during the construction work day but one lane of through traffic will be required to be open at the end of each work day. The requirement for providing through traffic was a separate bid item which was bid at $5,000. city of san Luis osispo WMage COUNCIL AGENDA REPORT Page Two. Bids were opened on May 25, 1989, the results of which are shown on the attached bid summary sheet. Madonna Construction Company of San Luis Obispo, Calif. was the low bidder with a bid of $437,252. The Engineer's Estimate for this project was $468,420. Additional money will need to be transferred from the CRP appropriation of the Capital Outlay Fund to cover the additional costs for the storm drain, waterline and sewerline. CONSEQUENCE OF NOT TAKING ACTION: The substandard condition will remain and the existing culvert could fail which could cause blockage and flooding of private property in the area. _ Also, costs may be higher at a later date. i ACTION RECOMMENDED: Adopt resolution awarding contract to Madonna Construction of San Luis Obispo, Calif. in the amount of $437,252..
