SUBJECT: Amendment No 1 to Agreement for Engineering Services for
Implementation of Wastewater Management Plan
CAO RECOMMENDATION
Adopt Resolution approving Amendment No 1 to Engineering
Services for Implementation of Wastewater Management
Plan
BACKGROUND
The City of San Luis Obispo entered into an agreement with the firm
of Brown and Caldwell Consulting Engineers to provide engineering
services for the implementation of the Wastewater Management Plan.
Those services primarily involved the predesign of the wastewater
collection system relief sewers to help resolve the City's
infiltration and inflow problem and treatment plant modifications
to meet the City's waste discharge requirements.
The work in both of these areas is underway. The predesign work on
the collection system is completed and the City staff is now doing
�- the detailed design work. The treatment plant modifications are
40+% complete and moving ahead on schedule. Both projects are
scheduled to be bid this spring. Construction of the first phase
of the collection system- work is estimated to be six to eight
months. Construction of the treatment plant modifications is
estimated to be 24 months. The consultant will provide a detailed
briefing on the status of these projects to the Council in March.
Since the begining of the design of these projects, some additional
items came up that required additional work by the consultants and
therefore a scope change to the consultants contract is necessary.
The additional tasks are summarized below:
1. Supplemental report to the Wastewater Management Plan - The
supplemental report was needed to update the City's Wastewater
Management Plan based on the actions of the Regional Board and
the City Council since the original Wastewater Mangement Plan
was adopted. A copy of the Supplemental report has been
distributed to the Council and the Regional Board.
2 . Design improvements to the sludge drying beds -
Improvements to the sludge beds were included in last years
budget. It was decided to combine them with the plant
modifications for ease of construction and economy of scale.

3. Design improvements to existing plant utility systems -
During design it was determined that the existing service air,
instrument air, reclaimed water, and non-potable water systems
needed to be upgraded to meet the needs of the new plant.
4. Design a new primary sludge pumping station - The primary
sludge pumping facilities are inadequate and needed to be
upgraded.
5. Assist City in handling lead in the sludge - The City is
experiencing high levels of lead in the sludge and requesting
assistance from the consultant in dealing with the Regional Board
and the State Health Department in handling thi-- problem.
6. Develop a work plan for a pilot study - The Council's
approval of the full compliance option at its October 11, 1988,
meeting included the development of a pilot program at the
treatment plant to determine operating parameters and design
criteria. This task will develop the work plan to implement the
pilot program.
FISCAL IMPACT
The initial agreement for engineering services is for $1, 047, 035.
The total cost of these additional tasks is $137 , 310. Sufficient
funds are available in the Sewer Fund to cover these costs.
RECOMMENDATION
Staff recommends Council adopt the attached resolution approving
Amendment No 1 to Engineering services for Implementation of
Wastewater Management Plan.

AGREEMENT FOR ENGINEERING SERVICES BETWEEN THE
CITY OF SAN LUIS OBISPO" AND .BROWN AND CALDWELL FOR
IMPLEMENTATION OF WASTEWATER MANAGEMENT PLAN
WHEREAS, the City has adopted a Wastewater Management. Plan; and
WHEREAS, the Wastewater Management Plan identifies a specific
program for the implementation of the Wastewater Management Plan; and
WHEREAS, the City has retained the consulting firm of Brown and
Caldwell to provide assistance; and
WHEREAS, since initiating of the design of these projects,
additional items came up that require additional work by the
consultants and therefore a scope change; and
WHEREAS, the total cost of these additional tasks is $137,810 and
! sufficient funds are available in the Sewer Fund to cover these
costs;
NOW, THEREFORE, BE IT RESOLVED that the Mayor is authorized to
approve Amendment No. l to the Agreement for Engineering Services for
.Implementation of Wastewater Management Plan, and authorize the
consultant to proceed with these tasks for a total cost of $137,810.

Dear Mr. Hetland:
As requested , we are enclosing Amendment No. 1 to our Engineering
Services Agreement; this amendment covers the following addition
tasks which .have been. added to our scope:
1. a supplemental report to the wastewater management plan;
2. design improvements to the existing sludge drying beds;
3 . C.-:sign improvements to existing plant utility systems ;
� I 4 . designing a new primary sludge pumping station;
5. assisting the City in getting a "non-hazardous
determination for the sludge; and
6 . developing a work plan for the pilot study.
As you are aware, Tae have already begun work on many of the
activities listed above; the work on other activities which have
not started yet needs to proceed very quickly. We are enclosing
two copies of the Amendment for your approval . Please furnish us
caith one executed copy of the Amendment and a written authorization

AGREEMENT FOR ENGINEERING SERVICES
BETWEEN 'CITY OF SAN LUIS OBISPO
AND BROWN AND CALDWELL FOR
IMPLEMENTATION OF WASTEWATER MANAGE14ENT PLAN
THIS AMENDMENT NO. 1 to the Engineering Services Agreement dated
February 23 , 1988 , between City of San Luis Obispo, hereinafter
referred to as "Owner" ; and Brown and Caldwell , a California
corporation, hereinafter referred to as "Engineer, " is made and
entered into this day of December, 1988 .
WITNESSETH:
WHEREAS, on February 23 , 1988, Owner and Engineer entered into an
agreement for engineering services; and
WHEREAS , in Article IIB of said Agreement, Owner and Engineer
agreed that certain of the work contemplated to be performed by
Engineer could not be sufficiently defined at the time of execution
of the Agreement; and
WHEREAS , during the detailed engineering design o,f the improve-
ments, it became apparent that additional facilities were required
for a functional facility; and
WHEREAS , Owner has requested changes in the scope of work;
NOW THEREFORE, Owner and Engineer agree to amend the Agreement as
follows:
I. SCOPE OF PLANNED ENGINEERING SERVICES
The scope of work as described in Exhibit B of the original
Agreement is amended to provide the following additional
engineering services J
1. Prepare a supplement to the Wastewater Management Plan
(WMP) summarizing all the developments since the
adoption of the WMP by the City. The supplement will
address the steps taken by the City to meet discharge

requirements including : adoption of: the WMP,
provisions for stream enhancement and water reclamation
facilities , and adoption of the full compliance option
for the treatment and disposal of the wastewater
2. Provide design improvements to the existing earthen
sludge drying beds. The beds will be designed to
facilitate sludge spreading and sludge cake collection.
3. Design improvements to the existing plant utility
system. The design will include the following
utilities
a. . Plant-wide service air system
b. Plant-wide instrument air system
c. Plant-wide reclaimed water ( 3w) system
d. Plant-wide non-potable (2W) water system
4. Design new .primary sludge pumps and make changes in
piping to use existing primary sludge pumps for pumping
primary scum. The new primary sludge pumps will be
located in the existing - abandoned chlorine contact
pond. The design will also include modifications to
the existing chlorine contact pond.
5. Assist the City in determining the lead source in the
waste sludge and advise regarding disposal of the
stockpiled sludge. This task will include :
a. Preparation of a letter report summarizing the lead
investigation to date and activities planned to
identify and control the lead source.
b. Preparation of an application to the Department of
Health Services (DHS) for a "non-hazardous"
determination for the sludge. This task will
include consultation with DHS , meetings with City
staff and DHS officials, and coordinating
laboratory work needed for getting the waste
classification. Laboratory work is not included in
this task.
c. Assist the City in disposing the stockpiled
sludge. This will include consultationwith the
Regional Water Quality Control Board (RWQCB) the
City staff, and landfill Owner/Operators.

6 . Development of a:. .workplan for the pilot study. The O
work plan will include : objective of the pilot study;
description of the treatment systems; sequencing
experimental design, preliminary sizing of the
equipment; preparation of cost estimates; and
preparation of the final workplan.
II SCHEDULE
Engineer was authorized to proceed with the modified scope of work
effective on The modified scope of work
shall be completed by July 1, 1989 .
III. COMPENSATION
Compensation for the services provided under Article I of this
Amendment shall be calculated on the same basis as in the original
Agreement. The labor hours and cost estimates for completing the
work defined in this Amendment are shown in Attachment A. The cost
ceiling for the work done under this Amendment is $ 122 ,750 which
increases the total cost ceiling under the. Agreement to
$ 1 ,055 ,.285. The fixed professional fee for the work done under
this Amendment is $ 15 ,060 which increases the total fixed
professional fee to $ 129 ,560 . n
All other terms and conditions of the Agreement dated Febrdary 23, \ _
