SUBJECT: Request for Approval to Apply for Grant Funds
CAO RECOMMENDATION:
Adopt Resolution Approving the Application for Grant Funds
from the Per Capita Grant Program, California Wildlife,
Coastal, and Park Land Conservation Act of 1988.
BACKGROUND:
With the passage of Proposition 70, The California Wildlife, Coastal,
and Park Land Conservation Bond Act of 1988, certain grant programs were
made available to the State and Local Agencies. One of the grant programs
is the Per Capita Program with a given sum guaranteed to a Local Agency
but for which application is necessary. San Luis Obispr-'s share of the
1988 Bond Act is $120,000.
The Park and Recreation Commission, in special meetings devoted to
discussion of possible Proposition 70 funding, have recommended that the
monies available from the Per Capita program be earmarked for upgrading
playground equipment areas in a number of our local parks, for matching
the monies donated by the community to light Sinsheimer Park tennis courts
and to upgrade the practice driving cage, fix the r�:cf and repair the
restrooms at Laguna golf Course. Parks recommended for playground
equipment upgrading include:
1. Throop Park at the corner of Cuesta and Cerro Romauldo Streets.
2. Mission Street Playlot on Mission between Lincoln and Chorro.
3. Santa Rosa Park at the corner of Oak and Santa Rosa Streets.
4. Meadow Park at South and Meadow Streets.
5. Laguna Lake Park off Madonna Road.
6. Alternate sites are Johnson and CL Smith Parks.
The Commission based their recommendation on age and condition of
existing equipment, current playground equipment safety standards and the
changing use load experienced at each of the park sites.
After site by site inspection of the parks in question, both in the
company of members of the Park and Recreation Commission and in the line
of regular duties, staff of both Public Works and Parks and Recreation
Departments are in full accord with the recommendations of the Commission.

ALTERNATIVES:
1. Adopt Resolution authorizing staff to apply for State Grant
funding under the Per Capita Program, California Wildlife, Coastal, and
Park Land Conservation Program for the projects recommended by the SLO
Park and Recreation Commission. This alternative would assure that funds
from the State will be available during the 1989-90 Fiscal Year.
2. Do not adopt Resolution at this time. This alternative .would
delay any project(s) for one year due to State budget timelines for
preparation of their 1989-90 FY budget.
3. Direct staff to prepare grant proposals for other park projects
that may be recommended by Council for inclusion in the Per Capita
Program. ThiF alternative would delay any project until the 1990-91
Fiscal Year due to State budget timeline constraints.
RECOMMENDATION:
Adopt Resolution authorizing staff to apply for State Grant funding
under the Per Capita Program, California Wildlife, Coastal, and Park Land
Conservation Act of 1988.
FISCAL IMPACTS:
The totc-1 cost for the projects proposed in this report is $195,000.
Funding is anticipated from the following sources:
1. Grant funding from Per Capita Program $ 120,000
2. Private donations for tennis court lights 8,000
3. CIF or Golf Course reserves 20,000
4. Park in-lieu fee reserves 47.000
Total $ 195,000

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
APPROVING THE APPLICATION FOR GRANT FUNDS FOR
THE PER CAPITA GRANT PROGRAM UNDER THE CALIFORNIA
WILDLIFE, COASTAL, AND PARK LAND CONSERVATION
OF 1988 FOR THE FOLLOWING PROJECTS:
Rehabilitation of playground equipment areas in Throop, Meadow,
Santa Rosa, Mission Street, Laguna Lake Parks and Johnson Playground.
Lighting tennis courts at Sinsheimer Park.
Rehabilitation of driving cage and Pro Shop at Laguna Lake
Municipal Golf Course
WHEREAS, the people of the state of California have enacted the
California Wildlife, Coastal, and Park Land Conservation Act of 1988,
which provides funds to the State of California and its political
subdivisions for acquiring and/or developing facilities for public
recreational and open space purposes; and
WHEREAS, the State Department of Parks and Recreation has been
delegated the responsibility for the administration of the program within
the state, setting up necessary procedures governing application by local
agencies under the program; and
WHEREAS, said procedures established by the State Department of Parks
and Recreation require the applicant to certify by resolution the approval
of application(s) before submission of said application(s) to the state;
and
WHEREAS, the application(s) contain assurances that the applicant
must comply with; and
WHEREAS, the applicant will enter into an agreement with the State of
California for acquisition or development of the project(s) ;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
San Luis Obispo
HEREBY:
1. Approves the filing of an application for the Per Capita Grant Program
under the California Wildlife, Coastal, and Park Land Conservation Act
of 1988 for state grant assistance for the above projects(s) ; and
2. Certifies that said applicant understands the assurances and
certification in the application form; and
3. Certifies that said applicant has or will .have sufficient funds to
operate and maintain the project(s) ; and

4. Appoints the Director of Parks and Recreation as agent of the City of
San Luis Obispo to conduct.. all negotiations, execute and submit all
documents including, but not limited to applications, agreements,
amendments, payment requests and so on, which may be necessary for the
completion of the aforementioned project(s) .
