Peterson Prepared by: Brooks Walker Public Works Director City Engineer Parking Program Secretary SUBJECT: Appointments of Replacement Members to the Parking Management Committee and Adoption of Resolution Modifying Number of Members on the Committee CAO RECOMMENDATION: A. By motion, appoint Mike Spangler and Rick Owens to the Parking Management Committee. B. By motion adopt resolution. BACKGROUND: On July 15, 1986 the City Council authorized by resolution the establishment of a Parking Management Committee as a technical and special purpose advisory body. That resolution indicated that the committee was to "sunset" on July 15, 1988. On July 5, 1988 the Council extended the terms of the committee to July 5, 1990. The Advisory Body Handbook, adopted by resolution on October 4, 1988, describes the Parking Management Committee as having seven members with only two, rather than three, citizen-at-large members. As set out in Resolution No. 6052 the reduction from eight to seven members is to be accomplished through the future attrition of one of the citizen-at-large members. The committee presently consists of eight members (R-6052): two representing the BIA, one representing the Chamber of Commerce, one downtown property owner, one representative from the County of San Luis Obispo and three citizens-at-large. Because of the resignation of the Chamber of Commerce representative and a BIA representative, we have received recommendations for replacements from both groups. The BIA has recommended that Mike Spangler, Chairman of the BIA Parking Committee, be appointed, and the Chamber has recommended that Rick Owens, owner of Mission Office Products, be appointed. The previous resolutions (R-6052 superceded by R-6457) should be amended to be consistent with the Advisory Body Handbook. Attached is a proposed resolution that would amend the size and representation of the committee. ALTERNATIVES: 1. Approve the appointments as recommended and adopt resolution amending size and representation of committee. 2. Do not make appoints at this time and direct staff to request additional recommendations from the BIA and the Chamber of Commerce. Approve the appointment of Mike Spangler to represent the BIA and Rick Owens to represent the Chamber of Commerce to the Parking Management Committee. 2. Adopt the attached resolution to restructure the Parking Management Committee to seven members for consistency with the Advisory Body Handbook. (1989 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO REDUCING THE,NUMBER OF MEMBERS ON THE PARKING MANAGEMENT COMMITTEE WHEREAS, on July 15, 1988 the City Council adopted Resolution 6026 (1986 Series) subsequently amended by Resolution 6052 (1986) and Resolution 6457 (1988) establishing an eight-member Parking Management Committee to assist with the comprehensive and effective management of the quantity, location, cost and availability of parking_ in the Central Business District of the City of San Luis Obispo; and WHEREAS, the Advisory Body Handbook, adopted by resolution on October 4, 1988, indicates that the Parking Management Committee shall consist of seven members instead of the current eight member committee; and WHEREAS, the City Council has determined that all Advisory Bodies shall review their enabling ordinances, bylaws and procedures and make them consistent with the Advisory Body Handbook. NOW THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo that: SECTION 1: A seven-member technical Parking Management Committee shall consist of two representatives from the BIA, one representative from the Chamber of Commerce, one downtown property owner; one representative from the County of San Luis Obispo, and two citizens at large: SECTION 2: This resolution amends Resolution 6052 (1986 Series), Resolution 6052 (1986) and Resolution 6457 (1988) of the Council of the City of San Luis Obispo. The reduction from an eight-member to a seven-member committee shall be by attrition of the citizens at large representation.
