Commemorative Grove for Laguna Lake Park
CAO RECOMMENDATION:
By motion, approve the Commemorative Grove concept and direct staff to proceed with
plans for the dedication ceremonies as part of the Arbor Day Program for 1989
BACKGROUND:
The City Council, in its approved Annual Work Program for 1988-89, called for a Donor
Tree Planting Program (Financial Plan Supplement and Approved Budget, Annual Work
Program, Item C, Page B4). The item was stated as follows:
Develop and implement a pilot Donor Tree Planting Program specifically in and around
the Laguna Park area and provide a method of recognizing donors.
DISCUSSION:
The Staff has discussed this objective with the Tree Committee, the Parks and Recreation
Commission, and the Planning and Public Works Departments.
This project will be reviewed by the ARC and we will include their recommendations.
Considering the advice and concerns of all parties, the following proposal is submitted:
The grove would involve planting of trees by citizens who wish to commemorate some
special event or person in their life. Each tree would be marked by a bronze plaque set
in a concrete monument in such a manner as to be difficult to vandalize.
The location for the Commemorative Grove is proposed as the right side of the entrance to
Laguna Lake Park. This area is very visible, somewhat more protected from the wind than
other parts of the park, and has water close by for irrigation. Windbreak plantings
would be installed to protect the commemorative plantings, as wind will be a major
obstacle to overcome at Laguna Lake Park.
The existing walking and jogging trails will be extended and will act as passage ways
through the Grove. The windbreaks will be a series of tree lines with open glens
featuring the commemorative tree plantings.
There will be an entrance to the Commemorative Grove with a dedication plaque (Exhibit
a) In addition, a donor's plaque will be placed at each commemorative tree (Exhibit
b) The donor will be asked to cover the associated cost of the tree planting, plaque,
etc. The City will plant and maintain these trees. Other items could also be donated in
commemoration or remembrance, such as a bench, fountain, art work, or drinking fountain.
In order to limit the City's future liability, we would inform donors that vandalized
plaques. should this occur, would not be replaced by the City, and that vandalized trees,
or trees that die, would be replaced by the City, but only to a specified size.
- It is proposed that the Commemorative Grove be dedicated at our Arbor Day ceremonies
tentatively set for March 4, 1989. Please mark your calendar and pian to attend. /-

We plan to make this a community event including participation from the schools (arts and
prose contest), CCC, CMC, service clubs and youth organizations.
FISCAL IMPACT:
Funds for the Arbor Day celebration in the amount of $2,000.00 are available in this
year's budget and would be applied towards the Memorial Grove. In coming budgets, we
would anticipate several thousand dollars per year for this project to cover its
continuous maintenance, and windbreak plantings, path construction and irrigation, which
will be constructed on a phased basis.
RECOMMENDATION:
Approve the Commemorative Grove proposal and direct staff to proceed with plans for
dedication ceremonies as part of the Arbor Day Program for 1989.
