FROM: Nancy KnofIer ransit Manager, via John Gunn, City Administrative Offic_ SUBJECT: Mass Transportation Committee vacancies as of March 311 1989 CAO RECOMMENDATION: By motion, approve Mr. Risser as the Cal Poly member, Or. Rice as the technical member and Mr. Forrer as the public-at-large member. Terms to expire March 311 1992. BACKGROUND: Tho terms of four members serving on the Mass Transportation Committee (MTC) end on March 31, 1989. All of the members are eligible to serve another term on the committee. Three members, Joseph Risser (Cal Poly member), hlalter Rice (technical member) and .James Forrer (public-at-large member) have asked to be reappointed. Staf+ recommends that the City Council reappoint these members. These members have been knowledgeable and enthusiastic members of the MTC—the City is fortunate to have these members serve in this advisory capacity. One member, Dan Torrance (senior member) did not reapply. At this time, staff recommends that the senior member vacancy remain. In Merck 1988+ the City Council approved a reduction of the MTC from nine members to seven members. If the three recommended appointments are approved by the City Council , then the MTC membership would stand at eight. Staff hopes to achieve a seven member committee through attrition. When one of the two technical members resigns, then the senior member position would be filled. ALTERNATIVES ANALYSIS: Alternative 1: Appoint Mr. Risser as the Cal Poly member, Dr. Rice as the technicai member and Mr. Forrer as the public-at-large member. Staff recommends this alternatik,e. Alternative 2: Do not make the recommended appointments. Direct staff to advertise the vacancies.
