SUBJECT: Amendments to the Planning Commission Ordinance (Municipal Code Section
212) to achieve consistency with the Advisory Body Handbook.
CAO RECOMMENDATION: The City Council should review the attached ordinance, consider
the Planning Commission's recommendations, and take appropriate action.
BACKGROUND
In October 1988, the City Council amended the Advisory Body Handbook. The council asked
each commission and committee to review its bylaws or pertinent ordinances and submit
amendments needed to achieve consistency with the new handbook.
Section 2.12 of the Municipal Code establishes the Planning Commission as a seven-mensber
advisory board, sets terms of office, out outlines principal functions, powers and
duties. The change to the code needed to bring about consistency with the Advisory Body
Handbook is described below:
Terms of Office (MC Sec. 212030): would change from two to four years. Membership
would be limited to two consecutive terms (a total of 8 years).
No changes to the Planning Commission's Bylaws are required.
PLANNING COMMISSION RECOMMENDATION
On February 8, 1989, the Planning Commission considered the code change. The commission
felt that a four-year term is too long and would prefer a two-year term. However, if the
City Council desires to extend the length of terms, it should consider a maximum of three
yeas
RECOMMENDED ACTION
The City Council should review attached Ordinance # , consider the Planning
Commission's recommendation and take appropriate action.

AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO AMENDING
CHAPTER 2.48 OF THE MUNICIPAL CODE, ARCHITECTURAL REVIEW COMMISSION,
TO ACHIEVE CONSISTENCY WITH THE ADVISORY BODY HANDBOOK
WHEREAS, in October 1988 the City Council amended the Advisory Body Handbook and
requested that all city.commissions and committees submit amendments to pertinent
ordinances or bylaws needed to achieve consistency with the new handbook; and
WHEREAS, on February 8, 1989, the Planning Commission reviewed proposed amendments to
MC Seeitn 2.12, and forwarded recommendations to the City Council.
NOW THEREFORE, BE IT ORDAINED by the Council of the City of San Luis Obispo as
follows:
SECTION 1. Amendments to Chapter 2.12, Section 2.12.030 (Terms of Office), as shown
Oon attached Exhibit "A" incorporated herein by reference, are hereby approved.

2.12.030 Term of Office.
A. Commissioners shall be appointed for terms of-iw4f9]i.L years which shall commence
immediately upon appointment by the council. Commissioners shall serve at the pleasure
of the council and maybe reappointed; provided, that no appointee shall serve more than
4eee two consecutive full terms (eight years). Appointment to a partial term of office
following an unscheduled vacancy shall not preclude the appointee from serving-feertwo
consecutive full terms following completion of a partial term, provided the partial term
is less than one year. Commissioners who have served for six or more consecutive years
at the time the ordinance codified in this section becomes effective shall be eligible
for reappointment to not more than one additional term
B. Vacancies shall be filled for unexpired terms.
C. All of the procedures and requirements contained In the council adopted "handbook
for Advisory Bodies" shall be incorporated in this section by reference.
