SUBJECT: Amendment No. 2 WWMP Engineering Services-Begin Wastewater
Treatment Plant Pilot Study Project
RECOMMENDATION: Council adopt resolution approving Amendment No. 2 to
Engineering Services for Implementation of Wastewater Management
Plan.
BACKGROUND
On January 17, 1989, Council approved Amendment No. 1 of the WWMP
Engineering Services. Part of that amendment directed the
development of a , work plan for the wastewater treatment plant Pilot
Study project. The purpose of the project is to determine the most
cost effective operating and design parameters for the full
compliance option of the treatment plant upgrade.
Pilot Study Objectives:
There are three major objectives the pilot plant will accomplish.
1. Precisely determine the effects of the activated sludge
(AS) and cooling tower (CT) system on key receiving water limits.
2. Determine which of those planned effluent polishing
process systems most effectively achieve receiving water goals.
3. Develop sufficient process treatment performance and cost
data for preferred process selection and full-scale facility design.
The goal is to produce sufficient data for selection of the preferred
treatment process based upon treatment efficiency, operability, and
cost-effectiveness.
Pilot Study Test Sequence:
The pilot study testing sequence consists of two phases. The first
phase is baseline testing and the second is effluent polishing tests .
The baseline testing involves AS/CT startup and acclimation. The
AS/CT is then examined in steady-state operation at simulated average
wet season flow (AWSF) .
The effluent polishing testing involves startup and operation of the
GAC and some additional dual media filter testing. Chemical
additives will be used as coagulants and chemical oxidants. The
effluent polishing is also operated at AWSF.
Pilot Plant Siting:
The actual pilot plant consists of a trailer mounted, down-sized
advanced wastewater treatment process plant and a mobile laboratory.
The pilot plant will be located at the wastewater treatment plant,
away from proposed construction areas.

Pilot Study Schedule.:
Pilot study equipment setup and fabrication will begin in April 1989,
and the pilot plant will operate from June, 1989 through the middle
of October, 1989, nearly six months.
June 1989 - Begin operation of AS/CT testing program.
July 1989 - Begin operation of GAC and effluent polishing
testing.
October 1989' - Actual pilot plant operation complete.
Pilot plant equipment decommission.
Pilot study draft report preparation.
December 1989 - Final report preparation.
Pilot Study Staffing:
The pilot plant operation and testing will require a full-time staff
of four. City will provide staffing for 2.5 of the positions. The
consultant will provide 1 .5 staff equivalents.
Wastewater Treatment Plant Operators and the WWTP Laboratory
Technician will provide the 2 .5 staff equivalents from the City. The
WWTP has budgeted for 2 .0 full-time temporaries, during FY/89-90, to
assist WWTP operations staff with ongoing maintenance and operations
requirements in the treatment plant, while the pilot study is
underway. i
FISCAL IMPACT
The total cost for the entire pilot study program will be
approximately $386,000. The cost breakdown is:
Pilot plant procurement, setup,
operation, report preparation and
consultant 's staffing: $370, 000
City provided staffing: 14, 000
Additional laboratory analyses: 2 , 000
TOTAL $386,000
Sufficient funds are available in the. Sewer Fund to cover these
costs.
RECOMMENDATION
Staff recommends Council approve Amendment No. 2 of the WWMP
Engineering Services and direct staff and the City' s consultant to!
begin the pilot study program.

C; A RESOLUTION OF THE COUNCIL OF THE CITY OF
SAN LUIS OBISPO APPROVING AMENDMENT NO. 2
TO THE AGREEMENT FOR ENGINEERING SERVICES BETWEEN THE
CITY OF SAN LUIS OBISPO AND BROWN AND CALDWELL FOR
IMPLEMENTATION OF WASTEWATER MANAGEMENT PLAN
WHEREAS, the City has adopted a Wastewater Management Plan; and
WHEREAS, the Wastewater Management Plan identifies a specific
program for the implementation of the Wastewater Management Plan; and
WHEREAS; since initiating of the design of these projects,
additional items were identified requiring additional work by the
consultants and therefore a scope change; and
WHEREAS, as part of the scope of Amendment No. 3 was .direction
for the consultant to prepare a Pilot Study plan; and
WHEREAS, City staff has determined the Pilot Study proposal is a
cost effective means of collecting plant design parameters ; and
OWHEREAS, the cost of Pilot Plant operation is S386 , 000 and there
are sufficient funds available in the Sewer Fund to cover these
costs;
NOW, THEREFORE, BE I.T RESOLVED that the Mayor is authorized to
approve Amendment No. 2 for Engineering Services for Implementation
of Wastewater Management Plan, and authorize City staff and the
Consultant to proceed with the Pilot Study for a total cost of
$386,000 .

Dear Mr. Hetland:
As you requested, enclosed for your approval are two copies .of
Agreement No. 2 for conducting pilot plant studies at the
wastewater treatment plant as described in the Test Plan for
Wastewatger Pilot Studies Report dated March 1988.
The total estimated cost of our services is $201,000; this breaks
down as follows:
Design of Pilot Facilities - $ 16,000
Construction Management/Laboratory Trailer, 26 ,000
Pilot Facility Operation 111,000
Decommissioning 11,000
Report Preparation 37,000
We estimate that you will require an additional $169 ,000 for
fabrication, assembly and construction of the pilot facility by a
contractor who will also provide a full time engineer to assist in
pilot plant operation. Please note that this figure is only an
estimate; firm quotations from contractors will be solicited upon
completion of detailed design of the pilot facility.

As you know, we have already begun work .on the detailed design of
the pilot plant. Work on other activities which has not started
yet needs to proceed very quickly. We are enclosing two copies of
the Amendment for your approval. Please furnish us with one
executed copy of the Amendment and a written authorization to

AMENDMENT NO. 2
TO
AGREEMENT FOR ENGINEERING SERVICES
BETWEEN CITY OF SAN LUIS OBISPO
AND BROWN AND CALDWELL FOR
IMPLEMENTATION OF WASTEWATER MANAGEMENT PLAN
THIS AMENDMENT NO. 2 to the Engineering Services Agreement dated
February 23 , 1988 , between City of San Luis Obispo, hereinafter
referred to as "Owner" , and Brown and Caldwell , a California
corporation, hereinafter referred to as "Engineer, " is- made and .
entered into this day of March, 1989.
WITNESSETH:
WHEREAS , on February 23, 1988, Owner and Engineer entered into an
agreement for engineering services; and
WHEREAS , in Article IIB of said Agreement, Owner and Engineer
agreed that certain of the work contemplated to be performed by
Engineer could not be sufficiently defined at the time of execution
of the Agreement; and
WHEREAS , during the detailed engineering design of the improve-
ments, it became apparent that additional facilities were required
to comply with the receiving water requirements; and
WHEREAS , Owner has requested Engineer to provide engineering
services for conducting pilot plant studies at the wastewater
treatment plant; and
WHEREAS , Owner has requested changes in the scope of work;
NOW THEREFORE, Owner and Engineer agree to amend the Agreement as
follows:
I . SCOPE OF PLANNED ENGINEERING SERVICES
The scope of planned engineering services as described in Exhibit B
of the original Agreement is amended to provide the following
additional engineering services for conducting pilot plant studies.

. 1 . Project Management
Brown and Caldwell shall correspond with owner, prepare
monthly project status reports for owner, supervise project staff,
and coordinate the activities of pilot plant fabrication and
installation contractors.
2. Detail Design
Brown and Caldwell shall prepare drawings, specifications
and two agreements for construction of the pilot plant. One agree-
ment shall be between owner and fabrication contractor for procure-
ment, fabrication, transport of pilot plant, and, provision of one
on-site engineer for pilot plant operation. The other agreement
shall be between owner and installation contractor for installation
of the pilot plant on site. Drawings and specifications shall be
of sufficient detail to " procure equipment, and fabricate, and
install the pilot plant. The on-site laboratory/field office will
be procured and equipped by Brown and Caldwell.
3. Construction Management
Brown and Caldwell shall coordinate the overall activities
of construction contractors who are under direct contract to owner.
Brown and Caldwell shall examine bids and determine the best
qualified contractor for undertaking the work. Construction
management services for the fabrication contractor will include
equipment submittal review and one inspection of the pilot plant
prior to shipment. Construction management services for the
installation contractor are estimated to require one engineer
on-site for one week.
4. Pilot Testing
Brown and Caldwell shall perform an estimated 5.5 months of
testing which will include methods, calibration, start-up,
acclimation, bench-scale, baseline, and effluent polishing tests.
Brown and Caldwell will provide one full-time, on-site engineer to
conduct tests and oversee activities of owner-supplied laboratory
technician, contract engineer, and surveillance operators. One
approximately half-time, off-site engineer for project oversight,
data review, and reporting will also be provided.

5. Pilot Plant Decommission
Brown and Caldwell will oversee disassembly of pilot plant
equipment , transport owner-leased equipment items to leasor, and
oversee preparation of owner-purchased equipment items for on-site
storage.. Brown and Caldwell will oversee utility disconnection and
major equipment loading by owner for shipping.
6. Report Preparation
Brown and Caldwell will summarize the pilot and bench-scale
tests in one comprehensive, final report. The report will be.
submitted to owner for review, and incorporation of comments prior
to report finalization.
7. Project Meetings
Four project review meetings between Brown and Caldwell and
owner will be conducted to evaluate test results, progrss, budget ,
and revise the testing program if necessary. Meetings shall be
conducted at the owner's wastewater treatment facility.
III. SCOPE OF SPECIAL ENGINEERING SERVICES
The scope of special engineering services as described in
Article IIB. 3 of the original Agreement is amended to include the
following additional services related to the pilot testing
program. Any of the services noted below will be authorized
specifically by the owner. The cost for these services will be
determined at the time specific authorization by the owner is
granted.
1. Field layouts for construction of the pilot plant.
2. Services arising from failure of fabrication or
installation contractor to perform or complete work on
schedule.
3. Services arising for design and testing of treatment
methods not identified in the test plan, including
supplemental bench-scale and analytical tests .
4. Services required, should. the pilot test program last
longer than the estimated time of 5-1/2 months.

III. DUTIES OF CITY
Article TII of the original agreement is amended to include
the following additional items for the operation of the pilot.
plant.
1. Allow use of on-site utilities such as water, sewer,
telephone, power, and garbage disposal.
2. Provide use of on-site laboratory services including
laboratory equipment, and laboratory technician on a
full-time basis.
3. Provide evening and nighttime pilot plant surveillance
operators to collect required data, provide minimal
operation, and contact Brown and Caldwell in case of
emergency.
4 . Provide staff and required equipment for receiving ,
unloading, and intermediate storing of pilot plant
equipment prior to installation of pilot plant
equipment.
5. Provide electrical and mechanical pilot plant mainten-
ance services.
7. Provide staff and required equipment for disassembly,
loading, and intermediate storage of pilot plant
equipment for decommissioning.
IV. SCHEDULE
Engineer was authorized to proceed with the modified scope of work
effective on February 8, 1989. The modified scope of work shall be
completed by January 31, 1990.
IV. COMPENSATION
Compensation for the services provided under Article I of this
Amendment shall be calculated on the same basis as in the original
Agreement. The cost ceiling for the work done under this
Amendment is $ 181,240 which increases the total cost ceiling under
the Agreement to $ 1,236 ,525. The fixed professional fee for the
work done under this Amendment is $ 19,760 which increases the
total fixed professional fee to $ 149,320.
