CAO RECOMMENDATION: Adopt Ordinance No. 1137 as passed to print. BACKGROUND: At regular meeting of March 21, 1989, Council passed to print Ordinance No. 1137 which amends the Park and Recreation Commission By-laws. The amendment is to provide consistency with the recently adopted Advisory Body Handbook. This is the required second public hearing of this Ordinance. RECOMMENDATION: Adopt Ordinance #1137 as passed to print.. FISCAL IMPACTS: None. CAR-COMM3/89D#l l i ORDINANCE No 137(1989 Series) AN ORDINANCE OF THE COUNCIL OF THE CITY. OF SAN LUIS OBISPO AMENDING SECTIONS 2.16 OF THE SAN LUIS OBISPO MUNICIPAL CODE (PARR AND RECREATION COMMISSION) BE IT ORDAINED by the Council of the City of San Luis Obispo as follows: SECTION 1. Sections 2.16.01OD of the San Luis Obispo Municipal Code hereby is amended as follows: NSECTION 2.16 RECREATION COMMISSION, PARRS, ETC. (D) Commissioners shall be appointed for terms of four years which shall commence immediately upon appointment by the Council. Commissioners shall serve at the pleasure of the Council and may be reappointed; provided that no appointee shall serve more than two consecutive full terms (8 years) . Appointment to a partial term of office following an unscheduled vacancy shall not preclude the appointee from serving two consecutive full terms following completion of the partial term, provided the partial term is lase than two years. Commissioners who have served for four or more consecutive years at the time this ordinance becomes effective shall be eligible for reappointment to not more than one additional. term. By: Terry Sanville, Principal Planner SUBJECT: Amendments to the Architectural Review Commission Ordinance (MC Chapter 2.48) and the Planning Commission Ordinance (MC Chapter 2.12) to achieve consistency with the Advisory Body Handbook. CAO RECOMMENDATION: Grant final passage to ordinances amending MC Chapter 2.48 and MC Chapter 2.12. On March 21, 1989, the City Council introduced ordinances that amended two chapters of the Municipal Code. The purpose of these changes is to bring about consistency between the Advisory Body Handbook and pertinent sections of the code that address terms of office for the Planning Commission and ARC. The attached ordinances include all technical corrections previously identified by the City Clerk and City Attorney. NOW THEREFORE, BE IT ORDAINED by the Council of the City of San Luis Obispo as follows: SECTION 1. Amendments to Chapter 2.48, Section 2.48.060 (Terms) and Section 2.48.080 (Officers -- Selection), as shown on attached Exhibit "A" incorporated herein by reference, are hereby approved. The commission shall select a chairman and vice chairman from among its members to serve for a one-year term beginning April 1st of each year. No commissioner shall serve in the office of chairman or vice chairman for more than two consecutive terms.. Section 2.20.030 of the Sen Luis Obispo Municipal Code, is hereby amended to read as follows: "Section 2.20.030 TERMS OF OFFICE A. Terms of office shall be four years. A member may serve for no more then two consecutive full terms (eight years). Terms shall be staggered and shall commence on April Ist. B.
