From: Architectural Review Commission Subcommittee (Rappa/Reiss)
Subject: Appointment to the ARC
The Council Subcommittee to the Architectural Review Commission
(Rappa/Reiss) reviewed all applications on file, and, with Chairperson Alan
Cooper, interviewed applicants on April 12, 1989, to fill one vacancy on
the commission. The Subcommittee unanimously recommends the appointment
of Dan Chatham for a four-year term expiring March 31 , 1993.
A copy of Mr. Chatham' s application is attached. Copies of the other
applications are available in the Council Office for your review.

5. Having a construction background, I can appreciate the need for
advisory bodies such as the Architectural Review Commission. I
believe it is very important that new development be suited to San
Luis Obispo in both design and function. As a long time resident of
the City of San Luis Obispo, I am concerned in preserving the
character and maintaining the quality of the city.
In an effort to stay abreast of local issues and concerns I have
attended various local commmity meetings, City Council arra Board of
Supervisors meetings.
I have an excellent knowledge of the building approval process, having
designed and processed eight homes in San Luis Obispo. Additionally,
I have always maintained a good working relationship with those I have
worked with, including city staff.
I believe my experience, professionalism, interest and awareness of
local community and government activities would be a definite asset to
this Commission. Additionally, I have developed a wide range of
personal contacts throughout the public and private sectors that I
believe will be of value to the commission.
I look forward to hearing from you and discussing my qualifications
for this position. I hope that I will be able to work with you as a
new member on the Architectural Review Commission.

As a past member of the Planning Commission, I am familiar with the Commissions role and workload
as well as the time required to serve the Commission. I have experience with the committee process,
working with planning staff, and applicants. Additionally, while not a developer or builder. I have had
experience as an applicant. This often.overlooked perspective I feel is important when balancing the
management of City resources,needs and limitations against the requests of the applicants. ' I have a basic
knowledge of the General Plan, it's goals and implementation thereof. Also, as a businessman for the
past 15 years, I will give consideration to thebasic,economic principles needed to manage the City's land
resources properly.
As a citizen with a family I have a vested interest in determining the future of San Luis Obispo, the
surrounding environment,and guaranteeing my children realize the same quality community with which we
have been priviledged.

I
Most of my career has been in Quality Control as related to construction.
I am familiar with working to and enforcing codes and specifications, as well
as the realities of costs and schedules.
During parts of 1986 and 1987 I designed and constructed my house in
SIA, acting as my own architect and general contractor. This has increased my
understanding of the process of building in the city, and of it's codes and
regulations.
I am very concerned about how our city will progress in the future. We
need a balanced, logical implementation of a General Plan. I feel that I am
well qualified to help provide that-direction.
