SUBJECT: An ordinance accepting the Penal Code requirements relating to the selection
and training standards of public safety dispatchers
CAO RECOMMENDATION:
Adopt ordinance to accept selection and training standards for public safety dispatchers,
as established by the Commission on Peace Officer Standards and Training
BACKGROUND:
SUMMARY DISCUSSION:
Penal Code Section 13510 has been amended to require the Commission on Peace Officer
Standards and Training (P.O.S.T. ) to establish minimum selection and training standards
for public safety dispatchers. All local agencies that are now in the P.O.S.T. Peace
Officer Program are eligible to participate in the Public Safety Dispatcher Program.
To participate, the City of San Luis Obispo must adopt an ordinance, pledging adherence
to the standards established by P.O.S.T.
SIGNIFICANT IMPACTS:
There are no significant financial implications for the City. The selection and training
standards for public safety dispatchers -in the City of San Luis Obispo already conform
to those established by P.O.S.T. Participation in the program will actually result in
financial savings to the City, through training cost reimbursements.
ALTERNATIVES:
1. Adopt ordinance to conform to P.O.S.T. standards and participate in the Public
Safety Dispatcher Program.
2. Reject ordinance, thereby choosing not to participate in the P.O.S.T. program.
CONSEQUENCE OF NOT TAKING THE RECOMMENDED ACTION:
Agencies will be reimbursed for certain dispatcher training costs only if they
participate in the P.O.S.T. program. Failure to adopt an ordinance, by July 1, 1989,
pledging conformance to P.O.S.T. standards for public safety dispatchers, will result
in the loss of training reimbursement funds.
RECOMMENDATION:
Adopt ordinance to accept selection and training standards for public safety dispatchers,
as established by the Commission on Peace Officer Standards and Training.

SELECTION AND TRAINING
STANDARDS OF PUBLIC IC SAFETY
DISPATCHERS.
Section 1. The City of San Luis Obispo declares that it desires to qualify to
receive aid from the State of California under the provisions of Section 13522,
Chapter 1, of Title 4, Part 4, of the California Penal Code:.
Section 2. Pursuant to Section 13510(c), Chapter 1, the San Luis Obispo
Police Department will adhere to standards for recruitment and training
established by the California Commission on Peace Officer Standards and
Training (POST).
Section 3. Pursuant to Section 13512, Chapter 1, the Commission and its
representatives may make such inquiries as deemed appropriate by the
Commission to ascertain that the San Luis Obispo Police Department's public
safety dispatcher personnel "adhere to standards for selection and training
established by the Commission on Peace Officer Standards and Training.
