1'11e Human Relai.ions Commission Subcommittee (Dunin*/Rappa) reviewed all
applications on file and, with HRC Chair George Brodney, interviewed three
,applicants to fill two vacancies on the Human Relations Commission.
The Council Subcommittee unanimously recommends the appointment of Marion

RESPONSE TO APPEAL TO CITY COUNCIL
In accordance with the appeals procedure as authorized by Tie`SYQd�Dp'1'e�
1.20 of the San Luis Obispo Municipal Code, the undersigned htierebappeals
from the decision of nirPntnr rendered
on March 31 , 1989 . which decision consisted of the following (i.e.
set forth factual situation and the grounds for submitting this appeal.

Environmental Impacts
S 1. Appellant' s concern about roses, birds and trees is
L comendable but misplaced. Respondent and most residents
3 of San Luis feel as Appellant does. The city planners
3 decided that the optimum lot size for well maintained
neighborhood to be the size Respondent proposes and of the.
C size that presently exist in the subject neighborhood.
Appellant assumes that bigger is better and in so assuming
neglects to consider whether a homeowner can more beautifulll ,
3 conveniently and economically maintain a six to eight thousand
a square foot lot (Respondent' s approximate size) as opposed to
22 thousand feet.

j maintain a "green belt" for Appellant' s use is impractical
and unenforceable.
2. Incompatibility: Since Appellant does not address this
issue ("My basis for appeal did not state incompatibility with
' planned' growth pattern for the neighborhood, because I have
no idea what the ' plan' is, if any." ) the Directors decision
that the proposed minor subdivision is compatible with the
neighborhood should stand.
3. Traffic Safety and Parking Problems: Appellant raises a
non-issue. There is no traffic outlet for Royal 'day. The users
of Royal Way are the residents. The users; in particular,
Appellant; complain that the residents are driving too fast in
the neighborhood and that therefore Respondent' s use of the
property should be restricted. Whether Respondent develops
or does not develop will not affect how fast residents in the
neighborhood drive.
In regards to the parking, if parked cars are a problem, as
Appellant suggests, the curb should so indicate by a red color.
Neither speeding nor parked cars have anything to do with the
proposed minor sub-division, as the Director attempted to relay
to the Appellant.
4. Conclusion: For these reasons, the Director' s decision
allowing the proposed minor sub-division should be affirmed.
