SUBJECT: Final passage of Ordinance No. 1145 accepting selection and training standards
for public safety dispatchers, as established by the Commission on Peace Officer
Standards and Training.
CAO RECOMMENDATION: Give final passage to Ordinance No. 1145 as recommended.
BACKGROUND:
On April 21, 1989, the City Council held a public meeting to consider amendments to
the Penal Code Section 13510 to require the Commission on Peace Officer Standards
and Training (P.O.S.T.) to establish minimum selection and training standards for
public safety dispatchers. The Council unanimously passed to print Ordinance No. 1145.
With final City Council approval, the amendment to Penal Code Section 13510 will go
into effect in 30 days.

ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF SAN LUIS OBISPO
ACCEPTING THE PENAL CODE
REQUIREMENTS RELATING TO THE
SELECTION AND TRAINING
STANDARDS OF PUBLIC SAFETY
DISPATCHERS.
Section 1. The City of San Luis Obispo declares that it desires to qualify to
receive aid from the State of California under the provisions of Section 13522,
Chapter 1, of Title 4, Part 4, of the California Penal Code.
Section 2. Pursuant to Section 13510(c), Chapter 1, the San Luis Obispo
Police Department will adhere to standards for recruitment and training
established by the California Commission on Peace Officer Standards and
Training (POST).
Section 3. Pursuant to Section 13512, Chapter 1, the Commission and its
representatives may make such inquiries as deemed appropriate by the
Commission to ascertain that the San Luis Obispo Police Department's public
safety dispatcher personnel adhere to standards for selection and training
established by the Commission on Peace Officer Standards and Training.
