CAO RECOMMENDATION: Ad pt resolution approving each funding request as recommended by the Promotional Coordinating Committee, and authorize staff to develop and execute contracts with each funded organization. BACKGROUND: The Promotional Coordinating Committee (PCC) commenced the Grants-in-Aid cycle for fiscal year 1989-90 by advertising extensively in the local media for funding proposals. A mandatory workshop for applicants was held in February. Twenty-two groups attended this event, with a total of sixteen actually submitting completed GIA proposals. The GIA subcommittee of the PCC (Mary Billington, Evelyn Delmartini, and Jack Gatz) met for a total of over thirty hours to review and analyze the proposals. On April 26, the subcommittee presented their recommendations to the full PCC. On May 10, the PCC held a public hearing to complete its final recommendations. Applicant organizations were invited to participate and give presentations to the Committee at that time (Minutes of this meeting -- Attachment "B") . A binder containing the complete applications of all agencies is available in the Council reading file. ANALYSIS• The total funding requested was $87,281. The GIA subcommittee recommended funding in the amount of $5.9,231. After extensive deliberation, the full PCC is recommending funding in the amount of $66,481 (Attachment "A") . The City Council has authorized the PCC to recommend Grants-in-Aid funding not to exceed $75, 000. Again, the PCC is recommending a total of $66,481, a figure less than authorized. The Committee wishes the remainder of the earmarked GIA funds ($8, 419) to be retained for PCC funding needs which may occur during the remainder of the coming fiscal year. Further, if these remaining funds are not expended by June 30, 1990, the PCC would like this amount to be added to next year's GIA budget. ��ui�i ►IUIIIII�IIII ���lll City Of san Lacs OBISPO - ONGs COUNCIL AGENDA REPORT ALTERNATIVES• 1. Accept the recommendations of the Promotional Coordinating Committee, and direct staff to develop contracts with each of the funded agencies, for a funding total not to exceed $66,481. 2. Review the recommendations of the Promotional Coordinating Committee and make adjustments regarding individual funding levels. The Council may thus alter the recommendations without the further review of the PCC. 3. Return the recommendations to the PCC for further study and investigation, consistent with the Council's particular comments and concerns. CITIZEN PARTICIPATION: The PCC advertised the Request for Proposal extensively in the local media. The mandatory applicant workshop was conducted for all groups interested in the Grants-in-Aid program. Two public meetings were held, in which the applicant groups, or any other members of the community, were given the opportunity to address the PCC regarding the GIA program. FISCAL IMPACT• The Council has approved a prospective appropriation of $75, 000 for the FY 1989-90 Grants-in-Aid Program. As the funding amount being recommended is less than that figure, there would be no unanticipated fiscal impact on the City. STAFF RECOMMENDATION: Staff recommends that the Council approve each funding request as submitted by the Promotional Coordinating Committee. Amount of funding requested: _$ 4,000. 00 GIA SUB-COMMITTEE RECOMMENDATION: Amount: $3 ,000.00 Vote: 3-0 Rationale: The subcommittee is recommending the same level of funding that this group received last year. They are not plan- ning any new programs and have a similar concert schedule to last year's. They have not demonstrated any greater need for the coming -year, and they have not increased their other fundraising activities. They are planning four concerts for SLO two for PR and two for Cambria, yet they do not seem to seek funding from these other cities, or from the County. However, they do donate a portion of each ticket price to a fund for the Performing Arts Center. They are adding several_ - new activities this year, and they continue to attract new mem- bers. They still do not seem to seek or obtain funding from the other municipalities in- the County. FULL PCC RECOMMENDATION: Amount: $ 2,500. 00 Vote: 6-0 Rationale: The full .PCC concurred with the sub-committee's re- commendation. 1 FISCAL YEAR 1989-90 PCC GRANTS-IN-AID RECOMMENDATION SUMMARY SHEET Organization: Music and Arts for Youth Purpose of grant request: Advertising and promotional expenses Amount of funding requested: $3 ,000.00 GIA SUB-COMMITTEE RECOMMENDATION: Amount: $ 3,000. 00 Vote: 3-0 Rationale: A worthy program for youth, this year MAY is attemp- ting to fill gaps in school music programs created by the lack of state funding, and the apparent demise of the SLO Arts Coun- cil schools program. They are attempting to expand their pro- grams and performances and continue to operate with no paid em- ployees. MAY is restructuring its performance schedule to com- plement, rather than compete with other musical groups in the community. FULL PCC RECOMMENDATION: Amount: $ 3 , 000.00 Vote: 6-0 Rationale: The full PCC concurred with the sub-committee's re- commendation. FISCAL YEAR 1989-90 PCC GRANTS-IN-AID RECOMMENDATION SUMMARY SHEET Organization: Pacific Repertory Opera Purpose of grant request: Salary for part-time administrator Amount of funding requested: $2,400.00 GIA SUB-COMMITTEE RECOMMENDATION: Amount: $ 2 ,400. 00 Vote: 3-0 Rationale: The only opera company on the Central Coast. They illustrate the PCC's intention of funding growing, viable,stable ~ organizations. The subcommittee had some concerns with thefact the PRO is asking for funding for salaries. The PCC would not wish to continue to provide money for this purpose in the fu- ture. But the group continues to do a great amount witha very small budget. By all accounts, their recent-presentation- of "The Magic Flute" was a great success. FULL PCC RECOMMENDATION: Amount: $ 2 ,4.00.00 Vote: 6-0 Rationale: The full PCC concurred with the sub-committee's re- commendation. i FISCAL YEAR 1989-90 PCC GRANTS-IN-AID RECOMMENDATION SUMMARY SHEET Organization: EOC Central Coast Wine Festival Purpose of grant request: Advertising in the Los Angeles basin and in-town promotion. Amount of funding requested: $9,850.00 GIA SUB-COMMITTEE RECOMMENDATION: Amount: $2, 000.00 Vote: 3-0 Rationale: The subcommittee has reservations about the real benefit to the City of this program. They are requesting $9,850 but they only raised $6,053 for their child-care programs last year. The subcommittee questions their projections for this year as well, because their attendance last year was only 50% of what was anticipated. There does .not seem to be a significant volun- teer base of support, and the staff salaries seem exhorbitant for a one-day event. The subcommittee would like to know if all the wine is donated or purchased. The proposal 's financial in- formation is not complete for last year's event FULL PCC RECOMMENDATION: Amount: $ 4 , 000. 00 Vote: 6-0 Rationale: At the GIA public hearing, the full PCC became convinced that the level of tourism generated by this event as well as the promotion of the City as a regional wine center, warranted an increase in the sub-committee's recommendation. C` FISCAL YEAR 1989-90 PCC GRANTS-IN-AID RECOMMENDATION SUMMARY SHEET Organization: San Luis Obispo Art Association Purpose of grant request: $ 4, 000.00 is to pay afternoon do- cents; $3,000.00 is for Guest Artist series. Amount of funding requested: $7,_000..00 GIA SUB-COMMITTEE RECOMMENDATION: Amount: $ 7,000. 00 Vote: 3-0 Rationale: The Art Association continues to provide a wonderful '- service to SLO. They have raised their membership, volunteer list, and number of exhibitions in the past year. The Art Center benefits residents and visitors alike. Their newly proposed pro- gram of visiting artist's workshops will provide another unique creative opportunity to SLO residents. **************************************************************** FULL PCC RECOMMENDATION: Amount: $ 7, 000. 00 Vote: 6-0 Rationale: The full PCC concurred with the sub-committee's re- commendation. i FISCAL YEAR 1989-90 PCC GRANTS-IN-AID RECOMMENDATION SUMMARY SHEET **************************************************************** Organization: San Luis Obispo County Arts Council Purpose of grant request: To fund the Multi-Cultural Arts Festival. Amount of funding requested: $8, 000.00 GIA SUB-COMMITTEE RECOMMENDATION: Amount: $5,000.00 Vote: 3-0 Rationale: This group is proposing an important new event--a multi-cultural arts festival. The subcommittee would like to see a wider range of fundraising activities, particularly among other cities and the County, but believes that this group pos- sesses. the stability and managerial skill to successfully under- take this new project. The Arts Council intends to set aside $500 per year for the Performing Arts Center, and they continue to provide support to the newer arts groups operating locally FULL PCC RECOMMENDATION: Amount: $ 7, 000. 00 Vote: 6-0 Rationale: This group will not be receiving its anticipated funding from the California Arts Council for this event The full PCC believes that a multicultural arts festival is a very important event, and thus wished to increase the sub-committee's recommendation to make up for the loss of the CAC funding I i I FISCAL YEAR 1989-90 PCC GRANTS-IN-AID RECOMMENDATION SUMMARY SHEET Organization: San Luis -Obispo-County Youth Symphony Purpose of grant request: To support the services of instru- mental coaches. Amount of funding requested: $2,500.00 GIA SUB-COMMITTEE RECOMMENDATION: Amount: _$2, 000.00 Vote: 2-1 Rationale: The subcommittee feels that it is important to sup- port the Youth Symphony--they provide the only musical acitivity at this level for local youths. Nevertheless,_ we are. somewhat concerned with the City funding the salaries of-the music coach- es, particularly at $25 per hour. Also, no other cities in the County have contributed to this program, yet .it is billed as the COUNTY Youth Symphony. FULL PCC RECOMMENDATION: Amount: $ 2;500.00 Vote: 6-0 Rationale: The full PCC felt that the sub-committee did not have a convincing reason for not recommending full-funding of this group's request, and so chose to adopt.this increased amount. C� - FISCAL YEAR 1989-90 PCC GRANTS-IN-AID RECOMMENDATION SUMMARY SHEET Organization: Cal Poly Foundation for Cal .Poly Arts Purpose of grant request: To support the Poly Arts for Youth program,by helping to pay costs associated with artists fees etc Amount of funding requested: $ 3 ,500.00 GIA SUB-COMMITTEE RECOMMENDATION: Amount: $1,250.00 Vote: 3-0 Rationale: This appears to be a program which could be more ap- propriately funded by Cal Poly. There does not seem to be much of a. volunteer base, and the City is being asked for more than the rest of the entire County of SLO. They say that they wish to use our grant to leverage other funding requests but they give no explicit examples or evidence of how this will occur. FULL PCC RECOMMENDATION: Amount: $ 2, 000.00 Vote: 6-0 Rationale: The full PCC became convinced that an increased level of funding to this group will indeed allow them to lever- age more funding from other cities. Funding for major artistic organizations is important because it demon- strates local government support. Luis Obispo Mozart -Festival Purpose of grant request: Underwrite brochure for 1990 Mozart Festival season. Amount of funding requested: $7, 000.00 GIA SUB-COMMITTEE RECOMMENDATION: Amount: _$ 6,500.00 Vote: 3-0 Rationale: The Mozart Festival is a wonderful asset and show- piece for San Luis Obispo. San Luis Obispo Purpose of grant request: To augment production cost of perfor- mances. Amount of funding requested: $6,881..00 GIA SUB-COMMITTEE RECOMMENDATION: Amount: $ 3,881.00 Vote: 3-0 Rationale: The subcommittee recognizes the unique opportunity that this ciroup .provides, _.not only to ballet lovers, but to the youth of SLO as well. Nevertheless, this was a very poorly pre- pared application. They -appear to have used parts of _both this year' s and last year's application forms, and simply to have xeroxed and put them together. They have not submitted their financial records in the manner that the PCC has requested, and they do not appear to seek funds from- other areas of the County. FULL PCC RECOMMENDATION: Amount: $ 3 ,881.00 Vote: 6-0 Rationale: The full PCC concurs with the sub-committee's re- commendation. Amount of funding requested: _$6,000.00 GIA SUB-COMMITTEE RECOMMENDATION: Amount: $ 6,000.00 Vote: 3-0 Rationale: SLOLT has .been in existence for forty years main- taining an. impressive series of performances with a largely volunteer organization. They are attemptinga continued expan- sion of their schedule, without the addition of a paid staff or drastically increased requests for funding assistance FULL PCC RECOMMENDATION: Amount: $ 6, 000. 00 Vote: 6-0 Rationale: The full .PCC concurs with the sub-committee's re- commendation. I Y I C FISCAL YEAR 1989-90 PCC GRANTS-IN-AID RECOMMENDATION SUMMARY SHEET Organization: Team Poly Royal Purpose of grant request: To be used in underwriting the cost of. posters, programs and posters used to promote Poly Royal. Amount of funding requested: $4000.00 GIA SUB-COMMITTEE RECOMMENDATIONS Amount: $ 11000.00 Vote: 3-0 Rationale: This was a very poorly prepared application packet. They do not give a detailed description .of the. expenditure of last year's funds, and they have not yet submitted their mid- year report for that period. They have not used the rectuested format for their financial statements. They claim that they have only received City funding since 1987, when .in .fact they have garnered consistent support since at least 1976: The PCC has made repeated requests for the above materials. We still have no idea how the City money they received last. year was ac- tually spent. The subcommittee is not convinced that the. City should fund a Cal Poly University event. FULL PCC RECOMMENDATION: Amount: $ 3 , 000.00 vote: 6-0 Rationale: After receiving this group' s presentation at the GIA public hearing, the full PCC is convinced that Team Poly Royal's reporting and. documentation of problems can be satis- factorily resolved in the coming year. (J� i FISCAL YEAR 1989-90 � PCC GRANTS-IN-AID RECOMMENDATION SUMMARY SHEET Organization: Cuesta College Art Gallery Purpose of grant request: For four exhibitions/lectures/per- formances pairing local & well-known artists. Amount of funding requested: $7, 650.00. GIA SUB-COMMITTEE RECOMMENDATION: Amount: $ 1,200. 00 Vote: 3-0 Rationale: The subcommittee is not convinced that this is an appropriate use of PCC funds. We Question the number of CITY residents they claim- that they will serve. Cuesta College has very extensive resources, and the PCC might be better off fund- ing smaller, more volunteer-oriented groups instead Also Cuesta is not open on Saturdays, and has -a very limited summer session, the times when SLO residents and visitors would most benefit from these events. Co-�� C FISCAL YEAR 1989-90 PCC GRANTS-IN-AID RECOMMENDATION SUMMARY SHEET Organization: ARTernatives Purpose of grant request: Exhibition Program funding for ad- vertising, publicity, installations, honarariums insurance etc. Amount of funding requested: $6, 000.00 GIA SUB-COMMITTEE RECOMMENDATION: Amount: $ 6,000.00 vote: 2-0 Rationale: This group proposes concentrating on modern and ex- perimental art, areas that are at present underrepresented lo- cally. They will displav these works every day in the City of SLO, with a totally volunteer staff,. They have demonstrated a good ability to solicit in-kind donations for materials and labor. WELCOME / INTRODUCTIONS Chairman Sam Ellis called the meeting to order at 5: 35 PM, with the following persons in attendance: Committee members present: Evelyn Delmartini, Jack Gatz, Jesse Norris, Dan Pittaway, LaVerne Schneider, Chairman Ellis. Committee members absent: Mary Whittlesey. Staff present: Bob Van Sickel. II. REVIEW OF GRANTS-IN-AID PROCEDURES Chairman Ellis briefly reviewed the public hearing process anc procedures. III. GIA SUB-COMMITTEE REPORT Sub-Committee Chair Jack Gatz gave an overview of the process used by the sub-committee in arriving at its recommendations to the full PCC. IV. PUBLIC HEARING: GIA APPLICANTS Representatives of the following groups made presentations to the Committee: SLO COUNTY SYMPHONY ASSOCIATION: Crickett Handler thanked the PCC for its funding recommendation, citing the importance of City funding in maintaining the "financial mix" which keeps the Symphony Association strong and viable. SLO VOCAL ARTS ENSEMBLE: Phyllis Frank, Treasurer, thanked the PCC for its recommendation. She briefly reviewed the Ensemble's accomplishments of the past year, noting that the group has added 137 names to its mailing list. Additional support is being successfully cultivated in the Bakersfield and Santa Maria areas. The Ensemble expects to receive funding from the County of SLO this year. The group would be happy to provide PCC members with complimentary tickets or with tapes of their performances. SLO COUNTY BAND: Ken Jensen of the County Band thanked the Committee, and said that his group is continuing to expand its activities. They hope to hold a "sit-down" concert in a large auditorium this year, something that the Band has not done in a very long time. He noted that the PCC funding will allow the group to become more visible at events such as the Farmer's Market, as well as to purchase badly needed new music for expanding the group's repertoire. Some PCC members expressed concern that the County Band still does not seek funding from other area municipalities. MUSIC AND ARTS FOR .YOUTH: There was no representative of this group present. PACIFIC REPERTORY OPERA: Jill Anderson, Musical Director, thanked the PCC for its -continued support of the Arts in SLO. She cited her group's hiring of a part-time administrator as a big step in the development of PRO. She provided Committee members with program materials from the recent production of "The Magic Flute, " as well as with a schedule of upcoming performances. EOC CENTRAL COAST WINE FESTIVAL: Joel Diringer, EOC Board President, and Debbie Lee, Wine Festival Director, addressed the Committee regarding their group's proposal. Diringer noted that the Festival has two primary purposes -- to increase tourism and identification of the City of SLO as the wine center of our region, and to raise funds to support EOC's various child care programs throughout the County. He cited past Festival attendance as consisting of over 2/3 out-of-town visitors, largely from the ,Los Angeles area. The volunteer base of support, as well as the various in-kind assistance received (including the donation of all wines themselves) , was discussed. It was stated that EOC is attempting to network with local hotels, restaurants, and travel agents to "package" the Festival as part of an overall vacation in SLO. PCC members then asked several questions of the representatives, concentrating primarily of budget matters, and on the Festival's being scheduled on Labor Day weekend, when SLO already experiences a large influx of vistors. SLO ART ASSOCIATION: Crissa Hewitt, Art Association President, reviewed the purpose of her group's grant request for the coming year. She estimates the total number of visitors to the Art Center last year at 37, 000. Committee member Delmartini inquired about the group's scholarship program, and this was explained in more detail.. Committee member Norris asked about the possibility of increasing the Art Association's fee charged to exhibiting artists, saying that it seems to be somewhat lower than that of other galleries in the area. Ms. Hewitt exlained that, do to the Art Association's non-profit status, it is difficult to raise this kind of fee without calling into question their non-profit philosophy. Thus, the Art Association prefers to increase funds through other methods. C� -� 3 SLO COUNTY ARTS COUNCIL: Donna Gibson, Director, addressed the PCC regarding the Arts Council funding request. She reviewed the purpose of her group's request, the establishment of a multi-cultural. arts festival in San Luis Obispo. Towards this end, they have established a multi-cultural advisory board, which will facilitate outreach to the various ethnic communities. She noted that the California Arts Council has chosen not to fund these types of festivals this year, and the PCC monies are therefore vitally important in their advertising efforts, particularly in special-population areas of the Count, which are not historically represented among arts groups and activities. SLO COUNTY YOUTH SYMPHONY: Ron Brown of the Youth Symphony reviewed the activities of his group, and emphasized the importance of offering children the chance for exposure to orchestral music performance. fn addition to the actual student performers, he stated that his organization also offers educational listening opportunities for other local youngsters, through the extensive series of concerts offered each year. Some PCC members expressed a concern that they increase their base of fundraising activities. CAL POLY FOUNDATION FOR THE ARTS (ARTS FOR YOUTH) : Ron Regier, Director, expressed appreciation for the PCC sub-committee's recommendation, and said that he hoped that the full Committee would find it possible to provide an increased level of assistance. He stated that City funds are of great assistance in the efforts of his group to leverage monies from other municipalities and from the County of SLO. He believes that the amount being requested from the PCC is equitable and proportional to the percentage of SLO residents who attend the Gallery's events -- about 40%. SLO MOZART FESTIVAL: Joan Rich, Manager of the Mozart Festival, thanked the PCC for its funding recommendation. She distributed this year's schedule of events, and briefly reviewed this information. She commended the PCC on the GIA application materials and process, which she found much clearer and more concise than in previous years. CIVIC BALLET OF SLO: There was no representative of this group present. SAN :LUIS OBISPO LITTLE THEATER: There was no representative of this group present. TEAM POLY ROYAL: Representatives of Poly Royal addressed the PCC regarding that group's efforts to repair the damage suffered to the event's image, which were caused by disturbances associated with this year's activities. They emphasized that one of the goals of Poly Royal is- the promotion of the City of San Luis Obispo. They also said that, as merely an entity within the CPSU Associated Students Inc, they find it difficult to adhere to the specific budget format requested by the PCC. They expressed a promise to provide more continuity to the GIA process in the coming year, however. i C' CUESTA COLLEGE ART GALLERY: Marta Peluso, Gallery Director, thanked the PCC for the City's continued support of the Arts. She noted that this is the first funding request from her organization, and that PCC funding is primarily needed to pay for honoraria for visiting artists, not for the cleneral expenses associated with the other gallery activities and operations. She explained the structure of the exhibitions being planned -- they are intended as collaborative efforts pairing one local artist with one well-known visiting artist. She reviewed the gallery's successful track record as host to the West Regional Conference of Photographic Educators for the past three years. This event alone has brought more than 400 visitors to San Luis Obispo, she said. Finally, she emphasized that Cuesta College identifies itself wholly with the City of San Luis Obispo, and feels that their activities contribute in many ways to the cultural. enrichment of this community. ARTERNATIVES: Mary LaPorte, President of ARTernatives, thanked the Committee for its full-funding recommendation. She reviewed her group's efforts to secure a permanent gallery space downtown, and noted thatthey are continuing to exhibit a number of. pieces in the new library. V. PCC DELIBERATION AND RECOMMENDATIONS Chairman Ellis asked if any Committee members wished to "pull" the requests of particular agencies, in hopes of entertaining a motion to accept the GIA sub-committee's recommendations on the remaining groups. Following discussion, these organizations, requests were set aside for further consideration: SLO COUNTY YOUTH SYMPHONY CAL POLY FOUNDATION FOR THE ARTS EOC CENTRAL COAST WINE FESTIVAL SLO COUNTY ARTS COUNCIL TEAM POLY ROYAL Jack Gatz moved, LaVerne Schneider seconded, that the PCC adopt the GIA sub-committee recommendations as submitted, with the exception of the above five groups. MOTION PASSED UNANIMOUSLY. Dan Pittaway moved, Evelyn Delmartini seconded, that the PCC adopt a funding recommendation of $4, 000 for the EOC CENTRAL COAST WINE FESTIVAL. MOTION PASSED UNANIMOUSLY. Evelyn Delmartini moved, Jack Gatz seconded, that the PCC adopt a funding recommendation of $7, 000 for the SLO COUNTY ARTS COUNCIL. MOTION PASSED UNANIMOUSLY. Jesse Norris moved, Jack Gatz seconded, that the PCC adopt a funding recommendation of $2,500 for the SLO COUNTY YOUTH SYMPHONY. MOTION PASSED UNANIMOUSLY. Jesse Norris moved that the PCC adopt a funding recommendation C of $3,500 for CAL POLY FOUNDATION FOR THE ARTS. MOTION FAILED FOR LACK OF A SECOND. Following further discussion of the Cal. Poly Arts for Youth Program, Jesse Norris moved, Dan Pittaway seconded, that the PCC adopt a funding recommendation of $2, 000 for CAL POLY FOUNDATION FOR THE ARTS. MOTION PASSED UNANIMOUSLY. Jack Gatz moved, Dan Pittaway seconded, that the PCC adopt a funding recommendation of $3, 000 for TEAM POLY ROYAL. MOTION PASSED UNANIMOUSLY. The Committee was alloted more money than will actually be recommended to the City Council. Therefore, Evelyn Delmartini moved, Jack Gat; seconded, that all remaining funds of the $75, 000 GIA budget allotment be used for contingencies occuring during the remainder of the year; further, if these funds remain after June 30, 1990, that they be carried over and added to next year's GIA budget. MOTION PASSED UNANIMOUSLY. VI. PUBLIC COMMENT Several of the organizational representatives asked for clarification regarding the remainder of the Grants-in-Aid process. VII. CHAIRMAN AND STAFF REPORTS Chairman Ellis reported that only one completed proposal for City advertising services was received by the due date of April 28. This was a proposal from S.J. Francis and Associates. There were no further items reported by the Chairman or staff. VIII. Through this grant, the City would be addressing the needs of an under-served and under-represented segment of our community: our ethnic minority .artists . Already the Arts Council has gathered the support of our ethnic communities by forming a Multi-Cuitural Advisory Board. Through this Board, we have received an overwhelmingly positive response to our request for participating .artists . A few months ago, we thought we would have to " import" out-of-town ethnic artists in order to have enough artists to include in the festival . We were wrong. There are many ethnic artists in our own community who have been looking for some way to showcase their talents and their cultures. The Multi-cultural Festival will serve this need. The Arts Council has successfully conducted summer arts festivals in conjunction with the Mozart Festival for the past four years, and is enthusiastic about its multi-cultural expansion.
