RECOMMENDATION: Adopt resolution authorizing City Administrative Officer to enter into a contract for the treatment and removal of Tetrachloroethylene . from the Auto Parkway groundwater basin, in an amount not to exceed $2 Alm 00 . 00 . BACKGROUND: The City of San Luis Obispo relied primarily on groundwater until the early 1940's when the Salinas Reservoir was developed. In the 1960's Whale Rock Reservoir was added to the City supply. The surface supplies were preferred because of aesthetic reasons. The City as it began reaching the maximum yields of its reservoir supplies, once again began to look at groundwater as an additional water source. The firm of John L. Wallace and Associates, in conjunction with Timothy Cleath, Hydrologist, was retained to perform a groundwater study in December of 1987. The report reviewed historical groundwater data and identified a test drilling program. As a result of the report provided by John L. Wallace, a two phase approach to the well development project was developed. The Phase One contract consisted of well locations as follows: 1. Pacific Beach School 2. Fire Station No. 2 3. Mitchell Park 4. Reservoir Canyon In light of the City's current water situation and the long time it traditionally takes to implement a project, staff proposed and Council adopted on the March 14, 1989, amendment to the original contract to retain and expedite Phase Two of the City's well development program. Phase Two consists of seven locations one of which is located at the Auto Parkway circle. Once the well site is identified it is drilled, cased and gravel packed. It is then sampled to determine water quality make up and compliance with the the State of California Health Services maximum contaminate levels. The analysis for the Auto Parkway well has been verbally presented to staff. The well exhibits levels of Tetrachloroethylene (PCE) above the Maximum Contaminant Level of 5.0 Ug/L established by the State. The level reported by the laboratory is 13 Ug/L. As a result, the well will require treatment prior to delivery into the distribution system. Based upon the careful review by staff during.the Dalido project, staff is recommending that Calgon be awarded the contract to provide the City with a second carbon filtration system at a cost of $189,000, excluding tax, with the same conditions and specifications which were outlined for the Dalidio Well. The City would not be in compliance with the State and Federal Water Quality Regulations. 2. The State would not grant the City an operations permit and we would not be able to use the water from the Auto Park Well for domestic consumption. FINANCIAL IMP CT. There are adequate funds in the water fund to cover this project. This expenditure of $189,000 may require an evaluation of priorities for new CIP projects and projects which have been approved but not completed. Those projects with a low priority will be eliminated and the money will then be used to fund this project. (1989 SERIES) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO AUTHORIZING THE CITY ADMINISTRATIVE OFFICER TO ENTER INTO A CONTRACT FOR TREATMENT TO REMOVE_ TETRACHLOROETHYLENE FROM THE AUTO PARKWAY GROUNDWATER BASIN WHEREAS, the City of San Luis Obispo is in the process of developing additional groundwater water supplies; and WHEREAS, the laboratory analysis have found levels of tetrachloroethylene above the State maximum contaminate levels; and WHEREAS, tetrachloroethylene is classified as a know or probable human carcinogen by the Environmental Protection Agency (EPA) ; and WHEREAS, the technology exist to effectively remove tetrachloroethylene from contaminated water; NOW, THEREFORE, BE IT RESOLVED that the Council authorizes the City Administrative Officer to enter into a contract for the treatment and removal of Tetrachloroethylene from the Auto Parkway groundwater basin, in an amount not to exceed $250, 000.
