SUBJECT: Alternate appointments to the Solid Waste Commission and the
Hazardous Waste Commission
RECOMNIENDATION:
Appoint one City alternate to the Solid Waste Commission and one City
alternate to the Hazardous Waste Commission.
BACKGROUND:
In August 1988 the County Board of Supervisors split the Waste Commission into a
separate Solid Waste Commission and a separate Hazardous Waste Commission. As a
follow up action the City Council at its August 27, 1988 meeting appointed Council-
woman Penny Rappa to a one year term as the City's representative to the Solid Waste,
Commission. Fire Chief Michael Dolder, at the same time, was appointed to a one year
term as the City's representative to the Hazardous Waste Commission. However, no City
alternates were appointed to either commission.
Periodically conflicting schedules prohibit the appointed City representative from
attending a particular commission meeting. When an alternate is sent to the commission
meeting the person is not allowed to vote on behalf of the. City. Council action to
appoint a City alternate to each commission would correct this deficiency.
ALTERNATIVES:
1. Appoint Councilwoman Penny Rappa as the City alternate to the Hazardous Waste
Commission and appoint Fire Chief Michael Dolder as the City alternate to' the Solid
Waste Commission.
2. Appoint different City alternates to the solid Waste Commission and the Hazardous
Waste Commission. The person(s) selected could be either a Council member or
Staff.
PRO/CON OF ALTERNATIVES
1. The Solid Waste Commission and the Hazardous Waste Commission have some
similarities and overlap. Utilizing the current City appointees as the alternates to i
the Solid Waste Commission and Hazardous Waste Commission, therefore, allows for
a greater continuity and information exchange.
2. Appointing different alternates to Solid Waste and Hazardous Waste Commissions
provides an opportunity for the new appointees to be involved in the commission
activities. However, the intermittent need for alternates would require a significant
amount of background work prior to serving in the alternate capacity.
CAO RECOMMENDATION:
Appoint Councilwoman Penny Rappa as the City alternate to the Hazardous Waste
Commission and Fire Chief Michael Dolder as the City alternate to the Solid Waste
Commission. Alternate terms to coincide with the remainder of the one-year terms..
