SUBJECT: Amendment to BIA Bylaws to Allow Voluntary
Members

BACKGROUND:
Historically, the BIA bylaws allowed any business, person or
institution within the BIA boundaries but exempt from the
payment of the business license tax to voluntarily associate
as a member. Recently there has been interest from both
organizations and individuals outside the district to join
the BIA as voluntary members . The BIA board felt such
members would lend a more diverse perspective to the
organization and broaden its influence. The City Attorney
and BIA staff developed the text for the amendment. It was
presented at the April 11 BIA board meeting, unanimously
approved, and is being forwarded to the City Council for
confirmation.
RECOMMENDATION:
Adopt resolution - approving amendment to the BlA Bylaws , Section
3 . 2 Eligibility.

C A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS
OBISPO APPROVING AMENDED BYLAWS FOR THE
BUSINESS IMPROVEMENT ASSOCIATION
BE IT RESOLVED by the Cog4cil of the City of San Luis Obispo as
follows:
SECTION 1. Those certain bylaws attached hereto marked Exhibit
"A" and incorporated herein by reference for the Business Improvement
Area are hereby approved.
SECTION 2. The City Clerk shall furnish a copy of this resolution

ATTACHMENT: BIA Bylaws Amendment
Section 3 . 2 Eligibility. Membership shall be comprised of
all holders of active city business licenses within the
defined BIA boundaries. Businesses, individuals or
instituions outside the distirct with an interest in
furthering the goals and mission of the BIA may join the
organization as a voluntary member at an annual fee
established by the board of directors. Any business, person
or institution within the BIA boundaries but exempt from the
payments of the business license tax shall also be permitted
to voluntarily associate as a member at an annual fee. Such
voluntary members as described herein may serve on any
standing or ad hoc committees only, as appointed by the BIA
president. Voluntary membership shall not exceed 15% of the
total BIA membership at any time.
