Adopt the attached "continuing budget resolution" to provide funding for the operation and maintenance of City services at the level approved by the City Council for Fiscal Year 1988-89. OVERVIEW The proposed 1989-91 Financial Plan and 1989-90 Budget has been reviewed with the City Council at several budget hearings. The subjects and dates of these hearings are provided below. Based on the City Council's discussions and comments and Staff recommendation, the proposed 1989-91 Financial Plan and the 1989-90 Budget will not be adopted prior to June 30, 1989. Accordingly, the continued operation and maintenance of City services may be author- ized by a "continuing budget resolution" which will be superseded by resolution on adoption of the 1989-91 Financial Plan and the 1989-90 Budget. BACKGROUND From January 1989 to present, the City Council has: (1) identified key budget policies to be used by Staff in preparation of the 1989-91 Financial Plan and the 1989-90 Budget; (2) estab- lished goals and priorities of the City in the City Council Work Program; and, (3) reviewed significant expenditure and staffing requests, and proposed capital projects. The City Council was provided a Financial Services Study to evaluate the City's fee structure, potential to develop additional revenues to fund new projects, and to evaluate the affect of future City tax revenues on the Gann limit. Presentations have been made by Staff at seven (7) meetings to propose changes that affect operating expenditures, staffing levels and Capital Projects for the City Council to consider, evaluate, and authorize over the next three years. The following is a summary of public meetings held by the City Council to consider the approval and appropriation of the 1989-91 Financial Plan and 1989-90 Budget: SUBJECT DATE Financial Services Study - Phase I January 9, 1989 Financial Plan Study Session March 13, 1989 Organization of the 1989-91 Financial Plan Mid-Year Budget Review Study Session May 15, 1989 Council Work Program Gann Limit Financial Plan Calendar Study Sessions (Six Sessions) May 24, 1989 through Financial Services Study - Phase II June 26, 1989 Financial Plan Policies Significant Expenditure & Staffing Changes Capital Improvement Plan Projects Preliminary 1989-91 Financial Plan At the budget meeting held June 26, 1989, the City Council and Staff determined that addi- tional budget meetings would be required to develop a 1989-91 Financial Plan and 1989-90 Budget and that these meetings would be conducted on June 27, 1989 and on dates and times in July 1989 to be determined. Under provisions of the City Charter, the City Council is required to adopt an annual budget appropriation prior to June 30. Accordingly, the "conti- nuing budget resolution" recommended by Staff allows for the uninterrupted delivery of City services at the level authorized for Fiscal Year 1988-89. If properly designed and operated, this project has the potential to significantly reduce total motor vehicle emissions in an area currently experiencing congested traffic flow. 'Ihe following points are important to consider in evaluating the need for such a system: 1. The City's Phase I Circulation Study, published in December, 1988, identifies Monterey Street as currently congested. Future traffic levels are projected to eventually degrade to the worst possible level of Service rating, LOS F. Pollutant emi ions frvehicles operating at idle or under stop-and-go conditions can be more that 5 time`s higher than vehicle emissions during free-flawing traffic. 2. Many cities have found that the most effective method of reducing vehicle congestion is to provide tourists, stoppers, and commuters With safe, economical and timely alternatives to the single occupant vehicle. A trolley system linking the tourist commercial area of Monterey St. with the downtown business district would provide an envimrmwntaliy superior method of downtown transit, especially if the trolley was electrically operated. 3. As your courigil is aware, significant reductions from current air pollution levels are required by the Clean Air Act. FLuthermore, over half of the air quality problem in this qty is caused by motor vehicles emissions. The cities, the county, the ApCD and other agencies will all have to work together in order to effectively reduce emissions to acceptable levels. 4. Finally, the public needs to be made aware of what they can do as individuals to help reduce pollution in our area. Box 8100 San Luis Obispo, California 93403 Dear Mayor Dunin and Council Members: The board of directors of the Downtown Business Improvement Association has discussed the need for additional parking structures in the downtown. In order to retain the downtown as a viable commercial center, the board feels such structures should be given top priority in future City financial planning. This letter is a formal request from the board to expedite the acquisition of property for the third and fourth parking structures, and to secure additional sites as required to expand parking facilities. Acquisitions could be used as surface parking until a structure was financially feasible. The BIA Parking Committee has been working on a series of recommended site locations, and would be pleased to coordinate with the City Parking Coordinator and Public Works to finalize the list.
