Y D A 7/ 1 T EM # u� =�!M .,t S 01T: -2:- r u:s July 11" 1989 'JUL 1 3 1989 CITY CLERK TO: City Council SAN LUIS OBISPO,CA VIA: John Dunn, City Administrative Officer FROM: Terry Sanville, Principal Planner '. ,.. , SUBJECT: Status Report on the Crossroads Project (County LUE Amendment G880035P) On May 16, 1989, the Board of Supervisors authorized the processing of a general plan amendment affecting a 2.5-acre parcel on Foothill Boulevard, across the street and cast of This Old House Restaurant. If approved, the amendment would allow the construction of the "Crossroads Project": a proposal to provide meeting space, shared offices, reading rooms and other facilities for public and nonprofit organizations whose activities center on human services and environmental education. The amendment was submitted by Mr. Cliff Branch on behalf of the Support Group Network. However, the Board of Supervisors acted to process this proposal as a county-initiated application. The board has directed its staff to access the potential benefits and limitations of county ownership and management of the property. While the concept of creating a center for nonprofit organizations is a good one, locating a public assemble building in a rural area is not. The location of the proposal could compromise the city's efforts to maintain the rural character of areas surrounding San Luis Obispo. City staff feels that there are alternative sites that should be considered first before an agricultural area is converted to community use. i The Board of Supervisors is scheduled to discuss the proposal on August 1, 1989. Some board members have suggested that the city should come up with an alternative if it objects to the center being located on Foothill Boulevard. City and county staff and the applicants have met to discuss alternative sites for the project including city and county-owned properties. In the near future, the City Council will be faced with the following options in responding to this proposal: 1. Indicate a willingness to consider the use of city-owned land (eg. Laguna Lake Park) to accommodate the project and city-management of the project. 2. Suggest some other Publicly-owned site (eg. county property on Johnson Avenue, Sunny Acres). 3. Recommend that the general plan amendment not be approved because it is a poor precedent-setting decision and take no position on alternative sites. 4. Support the general plan amendment based on social benefits outweighing land use limitations. 5. Take no position. 6. Some combination of the above. Box 8100 San Luis Obispo, CA 93403 Dear Mayor Dunin: I have recently received a letter from Vic Montgomery from RRM Design Group regarding the Community Crossroads Project, which was proposed .to be constructed on Foothill Blvd. outside the city limits. At our recent Board of Supervisors meeting, we discussed this proposal and wanted the City to become involved in the decision-making process on that proposal . The City could be involved in one of two ways - either endorsing the location on Foothill Blvd. or becoming involved in locating another site for this very worthwhile project. Could you please see about getting this on the agenda for a City Council meeting to give your staff direction in helping the county solve this problem. If I can be of any assistance on this issue, please don't hesitate to contact me. I am looking forward to working with you or your staff on this issue. Box 14208 San Luis Obispo, CA 93406 Dear Vicki: We offered our support for the concept of a community center for nonprofit groups in our letter to Mr. Paul Crawford dated March 27, 1989. Since then our Board of Trustees has re-considered the locational aspects of the proposed site on Foothill lBoulevard outside San Luis Obispo. At this time we do not support this site or anysite in a rural area away from the urban services and facilities that should be : associated with this project and convenient to it. Also, we cannot support the use of this scenic area for large buildings' located outside areas of existing de- velopment. We wish to extend our support for a dialogue with city and county officials for the use of public land, or the purchase of public land for the use of nonprofit community organizations. In particular, sites within San Luis Obispo such as the Court Street Center should receive highest priority in these discussions. There should be much greater attention given to energy efficiency and solar orientation in the design of the building as well. We appreciate your willingness to consider our input during this process and we look forward to working with you in whatever capacity is appropriate.
