SUBJECT: Consideration of Removal of Parking on South Higuera, between Madonna
Road and Elks Lane, to facilitate installation of bike lanes and to
modify traffic lanes.
CAO RECOMMENDATION:
By motion, approve staffs recommendation
BACKGROUND:
Currently there are two traffic lanes southbound from the Marsh/Higuera intersection to
south of Madonna Road, and again from near Via Fontana to the south city limits. There
are two traffic lanes northbound from south of Granada to Elks Lane (except for a small
portion near Margarita which is proposed to be widened within this next year), and again
from Madonna Road to the Marsh/Higuera intersection. Where the road is widened, there are
bike lanes along this route. The most critical area, which has neither bike lanes nor
adequate travel lanes, is that portion between Elks Lane and Madonna Road. Since the
Madonna Road project is now completed, staff is proposing that this critical area be
restriped to provide both bike lanes and adequate travel lanes (Exhibit A).
DISCUSSION:
The Bicycle Facilities Plan, approved by the City Council, calls for the installation of
bicycle lanes along this portion of Higuera Street (Exhibit B) recommending that they be
Class II-B which calls for elimination of curb parking (Exhibit Q. Staff concurs that
this type of bicycle lane is safer than the II-A bike lane, where cyclists often conflict
with motorists pulling away from the curb or opening the door in front of them. In order
to achieve this type of bike lane, it is necessary that all parking be removed on this
portion of Higuera Street.
Staff notified businesses in this neighborhood approximately one year ago that we
eventually intended to restripe the traffic lanes and install bike lanes along this
portion of the street. At that time, we received protests from a number of businesses and
have also entered into a protracted negotiation with Caltrans regarding a widening in
front of their building, in order to continue to provide them with on-street parking.
That issue is not yet resolved, however, staff feels that the increase in vehicular
traffic and demands from the bicycle riders mandate that we take action in the immediate
future to improve the safety and capability of handling traffic in this area. Staff,
therefore, in May sent a second notice to property owners along this area informing them
that we are now ready to proceed with the improvement. In response to this, the City
received seven letters of protest (Exhibit D) and accordingly this brings the matter to
the attention of the City Council for their determination.
ALTERNATIVES:(Exhibit E)
1. Eliminate parking and provide for 4 travel lanes and 2 bike lanes along this portion
of Higuera Street (staff recommendation).

Advantages:
This will provide for the best traffic movement and the safest situation for the
bicycle riders.

Disadvantages:
This will require the removal of approximately 25 on-street parking spaces of
businesses in this area.
2. Eliminate parking on the easterly side, retain parking on the westerly (Caltrans)
side, and restripe street to provide only 1 travel lane each direction, a two way left
turn lane, a Class B bike lane on the easterly side, and a Class A bike lane on the
westerly side.
Advantages:
This will retain parking along Caltrans' frontage and will provide bike lanes through
the area.
Disadvantages:
This alternative will not provide for 2 lanes each direction, thus allowing
continuation of this bottleneck along Higuera Street for vehicular traffic. This
alternative will eliminate all parking along the easterly side of the street, thus
adversely affecting the businesses. A Class A bike lane along the westerly side will
expose bicyclists to hazards inherent in this type of a bike lane.
3. Leave condition as it now exists.
Advantages:
This will allow the businesses to continue with their on-street parking and will
eliminate City expenditure at this time in making traffic changes.
Disadvantages:
By taking no action, the traffic bottleneck in this area will not be relieved, there
will be no bike lanes provided, and the safety hazards and bottleneck inherent in the
current situation will continue to exist.
FISCAL IMPACT:
City costs will be relatively minor for whatever action is taken, primarily in a small
paveout near Via Fontana, and restriping and resigning the roadway, all of which will be
done with City forces within operating budget limitations.
RECOMMENDATION:
Staff feels that we must proceed with providing for everincreasing traffic needs for the
southern part of the community by eliminating the last stretches of onelane roadway along
South Higuera Street. Staff also feels it is important that the bicycle riders be
provided safe and convenient bike lanes wherever feasible. Also staff is sympathetic to
the parking needs of the businesses in the area. It is our judgement that these needs
must be sacrificed for the greater benefit to the community.
Staff recommends that Council, after receiving testimony, determine that the greater need
of the community is for an adequate number of traffic lanes and for safe bike lanes along i
this portion of Higuera Street. Staff recommends that Alternative I be adopted.
