AGENDA . f�aTE -J8-8 ITEM.# city osAn luis omsw 990 Palm Street/Post Office Box 8100 •San Luis Obispo,CA 93403-8100 July 12, 1989 TO: Councilmembers Pinard, Rappa and Settle FROM: Councilman Reiss and Mayor Dunin�a1� SUBJ: PERSONNEL BOARD APPOINTMENT The Council Subcomittee (Reiss/Dunin) to the Personnel Board recommends the appointment of Dann Torrance to fill the vacancy created by Marti Reed's resignation from the board (letter attached). Mr. Torrance will fill an unexpired term ending 3/31/92. Mr. Torrance was interviewed by the Council Subcommittee and Chair Ted wheeler in January when another vacancy needed to be filled. Although he was not appointed at that time, we were extremely impressed with his qualifications and made a note to file that he should be kept in mind should another vacancy occur. The City Clerk's Office has contacted Mr. Torrance and he is still interested in serving on the Personnel Board if he is appointed. A copy of Mr. Torrance's application is attached. Part of this responsibility has 4bd to do with the proper location of plant operations in cities all over the United States. This has given accute insight into the problems communities have in organization and location of phases of city and county planning. I believe this background would be very beneficial to the planning of city operation: I have the time necessary to devote to these considerations. I have also had extensive experience in personnel matters, involving individual performance evaluation. Committee felt Mr. Torrance was extremely qualified and his name should definitely be kept on file for future appointment. Note to file: 1/16/89 - klc
