Pier Public Works Dir . Parks a Buildings Mgr. Projects Mgr . SUBJECT: Corner Memorial , Mitchell. Park, City Plan No. N-55Y CAO RECOMMENDATION: By resolution, approve the award of a contract in the amount to $44, 323 .00 to Whitaker Construction for the Corner Memorial , Mitchell Park, City Plan No. N-55Y; authorize the Mayor to sign contract documents. BACKGROUND: The bids submitted by three contractors were opened on June 22 , 1989 . Whitaker Construction submitted the low bid of $44, 323 .00 . The high bid was $46, 800. 00 Although the low bid is 17 percent above the engineer' s estimate, the closeness of the bids confirms that this is the reasonable cost of doing the project. The bid is still considerably less than the original estimate of $60,000 that was provided with the concept drawings last August. This reflects concerted effort on the part of Staff to reduce the cost as directed by Council . Accomplishment of this project will complete the actions that were recommended in response to citizens concerned that poor visibility was a safety problem in the park. Removal of the wall and opening of shrub areas have provided increased visibility. The project conforms to instructions received from the ARC , the Parks and Recreation Commission, and the Committee made up of Councilwoman Pinard, Councilman Reiss, neighborhood representatives Mr. Morganson and Mrs. Harter, Veterans representative Mr. Van Harreveld, City Administrative Officer John Dunn, and Parks a Buildings Manager Lane Wilson. The plans were reviewed by Mr. Van Harreveld and Mr. Morganson. Both individuals were pleased with the final results. In conformance with water conservation guidelines, new plant material will not be placed at this time. The irrigation system will be installed and the planting beds prepared, but the planting will be accomplished by City workers after water conservation measures are relaxed. l '►►n►iullillllllP IIII City Of San tins OBISPO WMaZe COUNCIL AGENDA REPORT Mitchell Park Memorial Page 2 Fiscal Impact Contractor ' s Bid $44,323.00 Contingencies 4, 000. 00 Construction Total $48 , 323 . 00 Engineer's Estimate $38 ,000.00 As noted above, the preliminary estimate as of August 1988 for the proposed construction was in excess of $60, 000 .
