Subject: City renovation, City Council office space and retention
of Council Hearing Room
Since the July 5 city Council meeting we have reexamined the matter regarding the
provision of adequate work space for the City Clerk's Office and related changes.
Council concerns centered around three major objectives:
1. Provide the City Clerk's Office with adequate and properly laid out work space,
for productivity and morale purposes.
2. Retain the Council Hearing Room as a meeting room, for the informal sessions of
the Council, for the Architectural Review Committee, for the other Council advisory
bodies, for staff meetings and for the other City Hall related uses.
3. Provide a City Council office of equivalent size in the upstairs of City Hall.
In discussions with Councilmembers, there was the realization that we're not
obtaining the permanent or the ideal solution for the City Council office; that can
only be provided with the expansion of City Hall, rather we are trying to get a
good, workable interim solution.
Based on the above objectives, a thorough reconsideration of the City Clerk's and
the City Administrator's Office work space needs was conducted (primarily involving
Pam, Dave Elliott and me, but also involving Mike Dolder, Ann McPike, Bill Statler,
Nancy Knofler, Marilyn Perry and others) .
Our three-part recommendation is that we can proceed on the City Clerk's-City
Administrator's office reconfigurations (with very minor changes from the plans you
reviewed) ; we not make any changes to the Council Hearing Room; and a City Council
office is to be provided adjacent to (east of) Ann McPike's office.
The earlier action, related to dividing up the Council Hearing Room, was approved by
the Council, therefore this modified proposal is submitted for Council
reconsideration and approval.
A good deal of time has been spent on this matter. I am satisfied that, while this
proposal is not the ultimate ideal for any one party, it is the best balanced
compromise for all parties, and best respects the three objectives set forth by the
Council.
