By Resolution approve Plans and Specifications for the Laguna Lake Golf Course, Water Storage Tank, City Plan No. N-561,; Authorize Staff to advertise for bids; Authorize the CAO to Award a contract if bids are within Engineer's Estimate BACKGROUND: In an effort to locate ground water to relieve drought conditions, a well was drilled at the Golf Course. The water did not meet drinking water standards but is suitable for irrigation of the golf course. i The well produces only 60 gallons per minute while the demand at the golf course is for up to 320 gallons per minute during the irrigation cycle. The total water needs of the course can be met by pumping the well during the day into a storage facility and then pumping from the well and the storage facility during irrigation. The well is being used to provide as much irrigation water as it can during the irrigation cycle. Currently, approximately half of the golf course irrigation water comes from the well . The construction of this storage tank will make it possible to draw all the irrigation water from the well.. Alternatives- Three storage alternatives were. considered: A Covered Tank A Lined Open Pond A Large Open Pond/Water Hazard Tank A 40 foot diameter by 8 foot high lined tank with floating cover would be constructed on the south side of the creek west of the church as shown on Attachment 1 . The earthwork on the site would result in a berm around the tank so that the tank would not be visible from the course or adjacent properties. Staff makes every effort to expedite play. Any obstruction would slow play even further. This option is completely off the fairways and, therefore, will have no impact on the speed of play. Security - a fenced site will keep people away from the water tank. The fence will be almost hidden. A significant number of children play in the creek despite efforts to keep them out. There is considerable foot traffic through the course along the creek. Clean Water - A covered storage tank keeps debris out of the water and eliminates algae growth. Maintenance of the irrigation valves and nozzles is reduced and there is no need to install a filter system. Con: The tank does not add to the environment of the course. Lined Open Pond A 75,000 gallon lined open pond could be located at one of the two sites shown on Attachment 2... The advantage of the location next to Tee #1 is a reduction in the length of water and electrical lines to the pump house. The advantages of the location on the south side of the creek is that the pump house and the reservoir are not as visible from the street and are out of the way of the course. Pro: A water element could be a visual improvement to the golf course setting. Con: With a lined pond, the water level would be about 3 feet below full each morning. This would not add to the appearance of the course and would encourage players as well as others to walk on the liner to recover lost balls. Golf spikes on the liner would cause serious damage. Dust, debris, leaves etc. will blow into the water. Tank Page 3 The pond will attract the children who now search for lost balls and play in the creek. Older students will likely be attracted by the water for after hours swimming. Approximately 2 ,000 gallons per day would be lost from the pond per day due to evaporation. Larger Unlined Pond/Water_Hazard A larger pond (approximately 200 feet x 85 feet x 4 feet deep with sloped sides) could be placed as a water hazard adjacent to Fairway No. 1 . Pros: The larger pond would not have the fluctuations in water level and thus would appear as a small lake. This would be a visual improvement to the golf course. The cost would be $15,000 to $20,000 less than the tank or lined pond. Cons: An unlined pond would have considerable vegetation growing at the edge. The water would need some chemical treatment to control plant and algae growth. Evaporation and percolation through the 'soil create a water loss of more than 15,000 gallons/day. An accurate estimate of the water loss would require a thorough soils investigation. Burrows of animals attracted by the water and improved creek habitat could cause rapid loss of water to the creek. During the winter, a water hazard would have to be kept filled with well water. Even though the evaporation rate. is low, the percolation of water through the soil would require water to be pumped into the lake each day. A tank would have no lost water and the system would be shut down for the winter. An unlined pond would require additional filtration to keep the valves and sprinklers clear. Lost balls, slow play, attractive nuisance, debris A lake would not appear natural near Tee #1 as it is shown on the attached drawing. Any other location would require extensive changes to the sprinkler system and would. have greater impact on the speed of play. .1-3 ����i ►�u►11(I��plll city of San tuns Oslspo MInGs COUNCIL AGENDA REPORT Laguna Golf Course, Water Storage Tank i Page 4 Relative Cost of Options The cost of the tank and the lined pond are about the same. Dis- cussion with a golf course designer confirmed that this estimate is accurate. The unlined pond would be $15,000 to $20,000 cheaper than the tank or lined pond. However, the long term costs of increased maintenance to the pond, water loss, filtration, pumping well water during the winter, and revenue lost due to slow play will overcome this savings. Coordination A Fish and Game permit has been issued for this work. A permit from the Corps of Engineers for the crossing of the creek has been requested. There are no factors that should cause the Corps of Engineers any concern. The Community Development Department is reviewing the project and a negative declaration is expected. Fiscal Impact Engineers Estimate $90,000 .00 Contingencies 91000..00 Construction Total $99 ,000.00 The FY 1.989-91 Capital Improvement Plan included $50 ,000 for the construction of a water storage system (Page E-10) . the project includes additional benefits that were not envisioned in the original estimate. These include modifications to the dam in the creek. These modifications were recommended by Fish and Game to improve the fish habitat. Trees will be planted along the creek bank to improve habitat. A section of irrigation main is rerouted in order to abandon the line on the adjacent church property. Staff Conclusion Considering the initial cost, long term maintenance costs, long term water consumption, and potential liability, it is clear to staff that the tank option is the superior alternative. (1989 SERIES) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING A PROJECT TO CONSTRUCT A WATER TANK AT THE GOLF COURSE WHEREAS, the City Capital Improvement Plan for FY 1989-90 includes a project to construct a water storage tank at the Golf Course in order to use well water for irrigation; and WHEREAS, the City has prepared Plans and Specifications for Golf Course Water Storage Tank City Plan No. N-561,; and WHEREAS, the Engineer' estimate without contingencies is $90,000: NOW THEREFORE BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. Plans and Specifications are approved for Golf Course, Water Storage Tank, City Plan No. N-56L. SECTION 2. Staff is Authorized to advertise for bids. SECTION 3. The City Administrative Officer is Authorized to award a contract if the low bid is less than the Engineer's Estimate of $90,000 SECTION 4. The City Clerk shall furnish a copy of this resolution to the Director of the Public Works and Finance Departments.
