SUBJECT: Consideration of Construction Bids Received for San Luis
Obispo Senior Citizen Center Rehabilitation and Authorization
to Complete Contract Procedures
CAO RECOMMENDATION:
Adopt Resolution Accepting Low Bid from Development Services
for Rehabilitation of San Luis Obispo Senior Center and
Authorize Staff to Complete Contract for Mayor's Signature
BACKGROUND:
At the regular Council meeting of June 20, 1989, Council authorized
staff to advertise for bids for the San Luis Obispo Senior Citizen Center
Rehabilitation project. Three bids were received and opened at 3:00 P.M.
on August 2, 1989. Bids ranged from a high of $305,300 to a low bid of
$218,424. None of the bids were below the architect's estimate.
Development Services of San Luis Obispo submitted the low bid.
Development Services has recently completed rehabilitation projects for
the County Recorders Office, San Luis Coastal Unified School District and
Port San Luis Harbor District.
Although the low bid is in excess of the architect's estimate, staff
is of the opinion that it is a fair bid considering the unknowns that may
be encountered in rehabilitating a structure that is over 60 years old.
Staff recommends that the low bid by Development Services be accepted for
the rehabilitation of the. San Luis Obi.spo Senior Citizen Center.
ALTERNATIVES:
1. Adopt Resolution accepting low bid submitted by Development Services
for rehabilitation of the San Luis Obispo Senior Citizens Center and
authorize Staff to complete contract procedures for the Mayor's
signature.
2. Reject all bids and readvertise with reduced scope of project and
delay the beginning of the project by six to eight weeks.
RECOMMENDATION:
Adopt Resolution accepting low bid submitted by Development Services
for rehabilitation of the San Luis Obispo Senior Citizens Center and
authorize Staff to complete contract procedures for the Mayor's signature.

State Bond Act 53,000
City Capital Improvement Funds 115,424

RESOLUTION NO. (1989 Series)
A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
ACCEPTING BID AND AWARDING CONTRACT FOR REHABILITATION
OF THE SENIOR CITIZEN CENTER
WHEREAS, the City Council hereby accepts the bid and authorizes the
Mayor to sign a contract on behalf of the City for the following:
PROJECT: REHABILITATION OF SENIOR CITY PLAN NO: N-52D
CITIZEN CENTER
ESTIMATE: $155,000 FUND NO: 040
LOW BIDDER: DEVELOPMENT SERVICES BID AMOUNT: $218,454
SAN LUIS OBISPO, CA
NOW, THEREFORE BE IT RESOLVED, that the City Clerk is directed to
prepare the appropriate documents for signature by the successful bidder
and the Mayor.
