Hetland Prepared By: Allen Short Utilities Director Water Division Manager SUBJECT: Relocation of the Carbon Filtration Units from the Auto Parkway Circle. RECOMMENDATION: Adopt resolution authorizing the City Administrative Officer to award a contract to relocate the Carbon Filtration Units from the Auto Parkway Circle to a site yet to be determined at a cost not to exceed $70, 000. BACKGROUND: On June 6, 1989 the City Council authorized the City Administrative Officer to enter into a contract for the treatment and removal of Tetrachloroethylene from the Auto Parkway groundwater basin in an amount not to exceed $250, 000. Immediately after approval, staff proceeded with the site preparation and installation phase. During this process a number of concerns were raised by the land and business owners surrounding the well site. The primary issue was the installation of carbon filtration tanks directly next to the well, within the Circle. Just as the installation was completed the City and the surrounding land and business owners reached an agreement which requires the City to relocate the carbon filtration tanks from the current location (City-owned property) to a site yet to be determined within 60 days from the date of the agreement. The City Council on July 18, 1989 approved an emergency resolution (No. 6653) which affirmed the agreement between the city staff and several property and business owners located on Auto Parkway. The location presently in negotiation is approximately 300 feet from the current site. As a result, the movement of the tanks will require the installation of a new pad, electrical, pump house, additional lengths of transmission pipe to carry the water from the well to the treatment unit, and back to the distribution main. Normally the time required for transmission line design, plan and specification approval, bid process, contract award, construction and installation is approximately 13 weeks. Due to the emergency water shortage and to help expedite matters, staff is requesting the ability to utilize the informal bid process, as outlined in section 403-1 and 403-3 of the Purchasing Control Manual. CONSEQUENCES OF NOT TAKING ACTION There would be a delay of three (3) to six (6) months before the well would be available for service. As a result, the City would not have an additional 700 gpm (1130 acre feet) of groundwater on line to mitigate the water shortage. ew/ ,1110111111ll$,01I111 city of San Luis OBIspO j COUNCIL AGENDA REPORT page2 FINANCIAL IMPACT• There are adequate funds in the water fund to cover this project. This expenditure,not to exceed $70, 000, may require an evaluation of priorities for new CIP projects and projects which have been approved but not completed. Those projects which have a low priority will be eliminated and the money will then be used to fund this project. Section 403-1 and 403-3 of the Purchasing Control Manual will be followed to insure a competitive bid process. (1989 SERIES) A RESOLLfPION OF THE COUNCIL OF THE CITY OF SAN ILJIS OBISPO AlYnEl IZING THE CITY AUMUSTRA= OFFICER TO AWARD A C13MACT TO PIMD= niE CARBON FILTRATION UNITS FROM THE AUTO PAM3QY CIRCLE WHEREAS, the City of San Luis Obispo is actively engagers in a program to obtain additional water supplies, including but not limited to groundwater; and mm;mS, the City has located and drilled a groundwater well located on City property in Auto Parkway; and WM AS, the laboratory analysis have found levels of tetrachloroethylene above the State maximum contaminate levels; and 4EEREAS, the technology exists to effectively remove tetrachloroethylene from contaminated water; and 6=,AS, the City Council has identified and purchased a carbon filtration system to treat the contaminated water; and WM AS, the carbon filtration unit currently located at the well site is considered aesthetically undesirable by some of the nearby property and business owners; and WHMM, the City has agreed to relocate the filtration system to a place where all persons concerned are satisfied.
