SUBJECT: METER READING SCHEDULES

BACKGROUND
During the public comment portion of the September 19, 1989 Council meeting, Janet
Kourakis expressed her concerns with the schedule for reading meters in her area. Three
areas of concern were noted:
1. Flexibility of staff in administering water conservation policies.
2. Size and character of Route 016.
3. Confirmation of her meter reading schedule.
The following is a response to each of these concerns:
1. Ms. Kourakis stated that the staff responded that no exceptions to the water
conservation program could be made. For any specific program elements expressly
adopted by the Council, this is a correct response: the staff does not have the
authority to change adopted Council policy, although flexibility may exist in
administering these policies. During her presentation, Ms. Kourakis indicated
that she did receive constructive advice from several of the staff members
contacted.
2. Ms. Kourakis stated that routes with greater commercial land uses may be given
more consideration than Route 016, which is a large geographic area requiring
more than one day to read. As reflected in Attachment A, Route 016 constitutes
a large area in the southern part of town, which includes many non-residential
accounts along southern Higuera and Broad Streets. When the City's routing was
established many years ago, several areas in Route 016 were not yet developed
(most notably the Edna/Islay area). Consequently, the current account size of
Route 016 is larger than many of the routes in the more established areas of the
City. Rerouting the City to accommodate changes in account distribution
patterns has been planned for some time; however, given current water
development and conservation priorities, this primarily administrative work
effort has not yet been initiated.
3. Due to the size of Route 016, Ms. Kourakis is correct in her statement that
three working days are generally required to read this area. For September, the
overall number of days required to read this area is extended to five days due
to an intervening weekend. However, within the route area, we can schedule and
anticipateindividual customer's account will actually be read. In Ms.

Kourakis' situation, she was provided with a specific date and provided with a
"99.996" guarantee that she would be read on that date. Apparently, this level
Of commitment was unacceptable to her.
It should be noted that in any instances where a misunderstanding has occurred regarding
a meter reading date and it has negatively impacted a customer's allocation or billing,
adjustments have been made to accommodate this problem.
SUMMARY
Several concerns were raised by Ms. Kourakis at the September 19, 1989 meeting regarding
the City's meter reading schedule. Existing procedures are in place which adequately
address her concerns, and accordingly, no further action on this item is recommended.

Subject: Added Hardship for our City ���,
Because of successive drought years, the City of San Luis Obispo
declared a building moratorium last spring. We knew that we could
not handle any additional population. In addition, we set=up a
program to carefully ration our remaining water supply.
Even though they were fully aware of our water situation, Cal
Poly and Cuesta increased their student populations. The burden
of their additional students fell primarily on the City of San
Luis Obispo. This is an unwarranted hardship on our citizens and
no government entity should do this. Any increase in the student
population takes water away from our citizens who have already out
back their allotments.
Therefore, I ask you to consider a lawsuit against Cal Poly and
Cuesta prohibiting them from any increase in students until a
complete environmental impact report is done and approved by this
city council. As part of the lawsuit we should seek an immediate
injunction until the merits of this case can be heard. Any delay
in this matter means that Cal Poly and Cuesta will continue to add
to their respective populations.
I am asking you to hear this as an emergency item on Tuesday's
agenda, September 26, 1989. Please give this careful consideration
as there is limited time to be effective.
