Subject: Water Treatment Plant Upgrade and Ozone Pilot Study
Recommendation:
Adopt resolution authorizing the City Administrative Officer
to negotiate a contract with the firm of Black and Veatch
for professional engineering services for the upgrade of the
City's Water Treatment Plant and Ozone Pilot Study and to
award the contract if the cost does not exceed 125, 000
dollars.
Background:
All treatment plants, at one time or another, require a periodic
review of their overall design and effectiveness with regard to the
treatment process and water quality. Numerous changes in treatment
plant design practices have evolved over the past 25 years. Many of
the changes are subtle and are not readily apparent when casually
viewing a new water treatment plant. Collectively these innovations
have significantly improved the performance and reliability of plant
operations. The City of San Luis Obispo Water Treatment Plant was
constructed in 1963. Many of the equipment components have
deteriorated. They do not perform effectively and efficiently.
Obtaining spare parts is difficult and expensive. An equipment
rehabilitation program can inexpensively upgrade the plant to
provide reliable service with flexibility to implement efficient
operational practices.
As part of the City's Water Management Plan a section was devoted to
critically evaluating each of the water treatment plant components.
The City staff reviewed and analyzed the various treatment plant
processes on the basis of improved operational efficiency and
treatment capacity. The review identified specific problem areas
and equipment components which were contributing to substandard
plant performance and increased costs. The firm of Culp Wesner Culp
Consulting Engineers was then retained to review and verify staff's
analysis and to develop cost estimates for each of the proposed
improvements.
REQUEST FOR PROPOSAL
On July 7, 1989 staff developed a request for proposal to upgrade
the existing water treatment plant and perform an ozone pilot
study. A total of eighteen (18) engineering consulting firms were
contacted; the City received seven (7) responses. Those firms are
listed below:

To fully evaluate each of the proposals a screening committee was
established. The committee consisted of the Utilities Director,
Water Division Manager, and the Water Treatment. Plant supervisor.
Additionally, the following list of criteria was established to
fully and specifically compare each of the proposals.
The RFP scope and overall understanding of the City's needs.
The ability to innovatively meet the new filtration
regulation.
The total overall project costs.
Based upon the screening process the list of firms was shortened
from seven (7) to four (4) . On August 7, 1989 each of the four
finalists participated in a formal interview and presentation.
The formal presentations were carefully evaluated by the selection
committee using the following criteria:
Knowledge of the State of California new Filtration
regulation rules.
Qualifications of project team
Presentation and professional skills
Technical knowledged and past project experence.
Innovation, understanding of City needs and requirements.
After the presentations were concluded the selection committee than
met to review each of the finalists proposals and projected cost
estimates. Based upon previously established criteria, needs and
goals of the City, available support and staff expertize, the
selection committee is recommending that the firm of Black and
Veatch be retained to perform the required engineering services.

reading file for your review.
FINANCIAL IMPACT:
Based upon prior analysis and cost estimates, $1.6 million was
approved in the 1987-89 Financial Plan and an additional $560, 000 is
in the 1989-90 Capital budget. In 1988 the City sold just under
$5.0 million in water certificates of participation (bonds) to
finance the project. The cost for Black and Veatch to conduct the
design study and pilot work is 125, 000 dollars.

CONSEQUENCES OF NOT TAKING ACTION:
The treatment plant will continue substandard performance and
increased treatment costs. The plant may have difficulty meeting
new and more stringent water quality regulations as they are
imposed. If the money from the bond sale is not utilized within a
three year time frame the money will be returned.
ACTION RECOMMENDED:
Adopt resolution authorizing the City Administrative Officer to
negotiate a contract with the firm of Black and Veatch for
professional engineering services for the upgrade of the City's
Water Treatment Plant and Ozone Pilot Study and to award the
contract if the cost does not exceed 125, 000 dollars.

A RESOLUTION OF THE COUNCIL OF THE
CITY OF SAN LUIS OBISPO AUTHORIZING THE
CITY ADMINISTRATIVE OFFICER TO NEGOTIATE AND
AWARD A CONTRACT FOR PROFESSIONAL ENGINEERING
SERVICES FOR THE UPGRADE OF THE CITY'S
WATER TREATMENT PLANT AND OZONE PILOT STUDY
WHEREAS, the City of San Luis Obispo is actively engaged in a
program to upgrade it's water treatment plant; and
WHEREAS, the state of California is in the process of implementing
the water treatment filtration rule which will impose more stringent
water quality regulations; and
WHEREAS, the use of ozone is a vialable option to comply with the
new water filtration rule; and
WHEREAS, the City's water treatment plant is over twenty years old
and the equipment has deteriorated and is in need of replacement and
upgrade.
NOW, THEREFORE, BE IT RESOLVED That the Council authorizes the
City Administrative Officer to negotiate a contract for
professional engineering services for the upgrade of the City's
Water Treatment Plant, and Ozone Pilot Study and to award the
contract if the cost does not exceed $125, 000.
