CAO RECOMMENDATION: Adopt resolution updating list of designated employees and advisory body members required to file Conflict of Interest Statements and rescind Resolution No. 6493 (1988 Series) . BACKGROUND: In September of 1988, the Council last considered and adopted an amended Conflict of Interest Code which incorporates the State Standard Model and updated designated employees and advisory body members required to file Conflict of Interest Codes. Section 87300 et seq. of the Government Code requires the City to adopt and promulgate a Conflict of Interest code. It must identify and require certain positions to disclose specified information regarding investments, interests and income. The primary purpose of establishing Conflict of Interest Codes is to avoid actions taken by public officials which may constitute a conflict of interest or give the appearance of a conflict of interest. Most of the changes to the current list have occurred as a result of amended titles or new positions approved in the 1989-90 budget. All of these positions file with the City Clerk. The City Council, City Administrative Officer, City Attorney and Planning Commission file similar forms with the Secretary of State as required by state law. ALTERNATIVES• 1. Adopt resolution as recommended, with current list of designated employees/commissioners and titled positions required to file Conflict of Interest Codes. 2. Adopt resolution with amendments, if necessary. CONCURRENCES: Administrative Officer, Acting City Attorney, City Clerk. FISCAL IMPACT• No significant expenditures or savings is expected. (1989 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO UPDATING THE LIST OF CITY EMPLOYEES AND COMMISSION MEMBERS REQUIRED TO FILE A CONFLICT OF INTEREST STATEMENT AND RESCINDING RESOLUTION NO. .6493 (1988 SERIES) BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. Designated city employees and commission members listed on the attached Exhibit "A" shall be required to file a Conflict of Interest Statement (Form 730) with the City Clerk.
