City Arborist SUBJECT: Appeal of the San Luis Obispo Tree Committee's decision to allow removal of two Monterey Pine trees at Space #87, Chumash Village, 3057 South Higuera Street CAO RECOMMENDATION: Adopt resolution denying appeal of Donald Berry and support the Tree Committee's decision to allow removal of the two Monterey Pine trees at Space #87, Chumash Village, 3057 South Higuera Street, California BACKGROUND: The Chumash Village Homeowners Association Inc. submitted an application to the San Luis Obispo Tree Committee to remove three Pine trees, one Canary Island Pine and two Monterey Pines on July 3 , 1989 at Space #87, 3057 South Higuera Street, San Luis Obispo, California (Exhibits A-1, A-2 and B) . Jack Brazeal reviewed the request, visited the site and decided that the matter should be decided on by the Tree Committee. (There are three trees about 16" in diameter and about 35 feet tall planted in a three foot planting strip 20 feet long) . The Tree Committee reviewed the trees on site and at the August 14 , 1989 meeting approved the removal of the two Monterey Pines and required the retention of the Canary Island Pine (Exhibit C) . Justification for the removals was that the Monterey Pines were causing severe root damage to the parking lot; and, if the roots were cut to prevent this damage from reoccuring, the tree would become a potential hazard to adjacent mobile homes. The Canary Island Pine was causing no damage and is to be retained. On August 29, 1989, Donald Berry appealed the decision (Exhibit D) . Recommendation Deny the appeal of Donald Berry and support the Tree Committee's decision to allow removal of the two Monterey Pines and retention of the Canary Island Pine at Chumash Village, 3057 South Higuera Street, Space #87, San Luis Obispo, California. Brown discussed the applicant ' s request . Ms . Vigil felt the tree was inappropriate to the location and that it was overtaking the lot . Mr . Shevlin agreed ,With its removal and did not feel a replacement tree was necessary . Ms . Vigil moved to approve removal "with no replacement tree requirement . Mr . Shevlin seconded the motion . Mr . Brazeal discussed the. Heritage Tree program and requirements . The committee agreed with approving the request , requesting a bench and trellis arrangement under the canopy screen and directional signage with a liability disclaimer included . Ms . Hunter agree to check with the Homeowne-r ' s Association Board ; but did not anticipate any problems . -- 3057 SOUTH HIGUERA ST . , SPACE #87 CHUMASH VILLAGE PINE TREE REMOVALS The Tree Committee members Howard Brown , Tom Shevlin and Eve Vigil reviewed the two Monterey Pines and the Canary Island Pine that was requested to be removed . TREE COMMITTEE MINUTES AUGUST 14 , 1989 PAGE FOUR The committee felt that the trees were causing significant damage to the asphalt drive and could be potentially dangerous to the adjacent mobile home if the roots were cut on the north side to prevent further damage to the drive/ The committee also felt that the Canary Island Pine was not causing any damage and should be retained . The Tree Committee decision was to retain the Canary Island Pine and allow the two Monterey Pines to be removed . -- 3057 SOUTH HIGUERA ST . , SPACE #87 HERITAGE TREE REQUEST "REDWOOD TREE'S" The Tree Committee reviewed the;' request of Mr . Robert D . Green to accept two Redwood Trees , 10 f,t . and 5 ft . tall as S . L . O . Heritage Trees . The request was denied for the following reasons : Permanence of location . Eve Vigil felt tt_rat the tree would be too large for the area that it was planted in / The committee also suggested that Mr . Green could transplant the,,."Redwood Trees to the Commemorative grove. C' at Laguna Lake Park . City,'staff agreed to . assist Mr . Green with the transplanting if he was receptive to this suggestion . No other business was conducted and all other items were tabled until the next regular meeting;; The meeting adjourned nt 2 : 00 p. m . until the next regular meeting . A Judicious removal of exposed roots by a landscaper will solve the problem of incipient sur-face root encroachment. Trimming and cutting back: roots of trees are often done in conjunction. 4. The and parking space-, closest to the trees, has its full width of e feet i'r'a of exposed roots. No other space is effected. 5. Trees enhance the beauty of Chuma=_h Village. These trees are among the nicest in the park. Trimming them. rather than removing them will help maintain the beauty and value of the park. b. if in the future, these measures are not sufficient there will be ample time to take more drastic measures.
