Projects Manager SUBJECT: Laguna Lake Golf Course, Water Storage Tank, City Plan No. N-56L CAO RECOMMENDATION: By motion, reject all bids, direct staff to redesign the project and advertise for bids in the spring. BACKGROUND: On September 28, 1989, bids were opened for Laguna Lake Golf Course, Water Storage Tank, City Plan No. N-56L. Bids were received from four contractors. The low bid of $149,991.70 is considered to be a reasonable price for the work requested. However, it is considered to be too high for the end result of installation of the tank and pumping equipment. The engineer's estimate of $90, 000 was low, but it was still almost twice the amount that was budgeted in the FY 1989-90 CIP. Bids were also affected by the very tight time schedule required to complete all work in the creek prior to November 1 as required by Fish and Game. The project will be redesigned to eliminate several of the features including the low water crossing, fencing, and earthwork associated with a grass covered driveway from the street to the project site. This redesign will more nearly approach the original concept of an installation which would modify the water system so as to maximize the use of well water for golf course irrigation. The use of tanks of alternative materials, and modification of the piping and pumping system will be considered. Alternative The Council may elect to award the bid, with funds to be transferred from the unbudgeted Capital Reserve. Under either alternative, creek crossing work could not be conducted until April because of Fish & Game requirements. FISCAL IMPACT: None if staff recommendation is followed.
