These locations meet State warrants for signals, and in fact are the second and third highest warranted signal locations in the Caltrans district. The three agencies have agreed that the State is the appropriate agency to design, construct and maintain the signals. The State has prepared preliminary cost estimates for the work, including engineering, and has assigned costs to each agency following normal State procedure which assigns shares based on the traffic legs at each intersection. In anticipation of the project proceeding this year, both the City and County have appropriated funds in current budgets. DISCUSSION: The agreements follow standard State format with the City's 2/3 share of the northbound ramp being estimated at $84,885, the City's 1/4 share of the southbound ramp being estimated at $34,911, and with the City bearing full cost of emergency preemption equipment estimated at $10,000. The agreement allows for award if the bids come in less than 10% higher than the engineer's estimate. If bids are more than 10% higher than estimates, the City and State will endeavor to agree on an alternate course of action. There are numerous sections covering all possible conditions which might arise during the course of the work. FISCAL IMPACT: Estimated City costs, including engineering: Northbound Ramps $ 84,885 Southbound Ramps 34,911 Signal Fire Preemption 10.000 $129,796 Upper limit estimate is $141,800 The 1989-91 financial plan includes the amount of $111,000 for these improvements (pg. E-15). Budget figures were based on earlier State estimates and did not include $10,000 for recently included preemption equipment. Additional funds required to meet the latest estimates can be appropriated from the Undesignated Capital Outlay Fund. I�� i�Ni�lllllll�pl���ll City of San LUIS OBISPO ONGe COUNCIL AGENDA REPORT Agreement with Caltrans Page Two Concerns of Other Departments and Agencies The County will be reviewing a similar agreement for its share of the signals to be installed at the southbound ramps. The City Fire Department has reviewed the agreement dealing with preemption equipment and suggested changes which have been incorporated in the agreement. The City Attorney's office has reviewed the agreements and approved them regarding legal content. RECOMMENDATION: These are high priority signals and have been needed since the extension of Los Osos Valley Road. Staff recommends that Council adopt resolution approving the agreements, authorizing the Mayor to sign them on behalf of the City. Agreements are on file in the City Clerk's office. (1989 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS .OBISPO APPROVING AGREEMENTS WITH CALTRANS TO INSTALL TRAFFIC SIGNALS AT THE NORTHBOUND AND AT THE SOUTHBOUND RAMPS OF ROUTE 101 AT LOS OSOS VALLEY ROAD AND TO INSTALL EMERGENCY PREEMPTION EQUIPMENT AT THESE LOCATIONS WHEREAS, the City, County and State are desirous of installing traffic signals and safety lighting at the northbound and southbound ramps from 101 to Los Osos Valley Road, and WHEREAS, the City is desirous of installing emergency preemption equipment at these signal locations, and WHEREAS, funds have been appropriated and the improvements programmed into each agency's capital improvement program, and WHEREAS, the City, County and State have mutually agreed that the State is the logical agency to design , construct and maintain these facilities, and WHEREAS, the State has presented agreements covering all aspects of the work, with the City share estimated at $129,796. NOW, THEREFORE BE IT RESOLVED, that the City of San Luis Obispo, a) hereby approves agreements # SCA8915, 5CA6916 and 5CA8920, and b) authorizes the Mayor to sign on behalf of the City. r' Resolution No. (.1989 Series) On motion of seconded by and on the following roll call vote: AYES: NOES: ABSENT: the foregoing resolution was passed and adopted this day of 1989. After execution by authorized City officials, please return the original and three copies of each District Cooperative Agreement (#5CA8915, #5CA8916, and #5CA8920) with a copy of the authorizing resolution attached to each copy for execution by the State no later than October 23 , 1989.
