Hetland PREPARED BY Allen Short Utilities Director Water Division Manager SUBJECT: Increase the amount of money allocated for the Leedshill-Herkenhoff Live Stream Study. CAO RECOMMENDATION: Adopt a resolution extending the current agreement with Leedshill-Herkenhoff to reimburse Leedshill-Herkenhoff for the additional service rendered on the impacts of downstream withdrawals on the Salinas River "Live Stream" releases project. BACKGROUND: The City retained the firm of Leedshill-Herkenhoff to perform a safe annual yield and coordinated operations study for Salinas and Whale Rock Reservoirs. The study recommended that it may be possible to increase the safe annual yield value from its current level. However, an investigation and study concerning the impact of the downstream withdrawals on the Salinas River "live stream" releases should be undertaken. To provide the City Council and staff with the essential information needed to recommend and adopt long-term water planning decisions, the downstream water use and "live stream" releases must be addressed. Staff contacted Leedshill-Herkenhoff and requested that they assemble a proposal to study the "live stream" issue. The consulting firm prepared a proposal outlining the scope of work and associated fee estimates for conducting a study of the potential impacts that increased downstream water use may have on "live stream" releases. Under the proposal the consultant would perform the work in phases as necessary to try and answer the issue. This type of approach minimizes the cost and expedites the work. However, the potential exists that additional costs would accumulate based upon the initial results. The City Council on March 14, 1989 adopted a resolution approving the proposal with Leedshill-Herkenhoff to study the impacts of downstream withdrawals on the Salinas River "live stream" releases not to exceed $16,900. To map all of the gauging stations. 2. Investigate the impact of dredging downstream of the dam. 3. Address the concern of sand bars located downstream of the dam. Additionally, the consultant was retained to present the material before the City Council and address any of their questions or concerns. As a result of the expanded scope of work and additional tasks placed upon the firm, the amount of $16,900 is not sufficient to cover the total cost of the project. It is recommended that the contract be increased by $10,000. Leedshill-Herkenhoff has completed the draft report and it has been reviewed by City staff. Those comments are being incorporated into the final document which will then be submitted and reviewed with Council. FINANCIAL IMPACT: Base proposal $16,900 Additional Contract Amount $10,000 Total Project Costs $26,900 Adequate funds are available in the water fund budget. At mid year staff will review the Administration and Engineering budget and additional funding may be required for further unanticipated costs. RECOMMENDATION• Adopt a resolution extending the current agreement with Leedshill-Herkenhoff and approve the transfer of additional funds to reimburse Leedshill-Herkenhoff for the additional service rendered on the impacts of downstream withdrawals on the Salinas River "Live Stream" releases project. (1989 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO AMENDING AN AGREEMENT FOR ENGINEERING SERVICES BETWEEN THE CITY OF SAN LUIS OBISPO AND LEEDSHILL-HERKENHOFF WHEREAS, the City currently has an agreement with Leedshill- Herkenhoff to perform a Live Stream Study; WHEREAS, the City desires to increase the scope of that study; WHEREAS, adequate funds are available for this project. NOW THEREFORE, BE IT RESOLVED that the Leedshill-Herkenhoff Live Stream Study scope is amended to include additional items of work at a total contract cost not to exceed $26,900.
