One such program was the Roberti-Z'berg-Harris Urban Open Space and Recreation Grant Program. October 1989, was the first date made available by the State Department of Parks and Recreation that Local Agencies could make application for grants under this program. Under provisions of the Roberti-Z'berg-Harris program, the City of San Luis Obispo qualifies for grants only on a "Needs Basis". We are not located in a recognized urban section of the State which places our grant application in direct competition with other grants submitted by all other local agencies and special districts. Because of this fact, the Park and Recreation Commission, when studying our list of facility needs, recommended the Swim Center Project for grant application for two reasons: 1. We have received two grants through the Roberti-Z'berg-Harris program for construction of the pool/mechanical phase and for the bathhouse/solar heating phase. 2. Those persons on the grant selection team in Sacramento tend to select projects with a known success track such as our Swim Center which is open to the public all year and that has one of the highest participant counts in the State. Staff supports findings of the Park and Recreation Commission and recommends that City Council approve the application for grant funds for construction of a therapeutic pool and solar heating improvements at the SLO Swim Center. ALTERNATIVES: 1. Approve application for grant funds for Swim Center improvements and direct staff to forward necessary application package to Sacramento to qualify for 1990-91 FY consideration. Do not approve application for grant at this time; return to staff with instructions for substitute project(s) . This alternative would not allow time to meet State application deadline and postpone any application for grant until October 1990. RECOMMENDATION: By Resolution, approve application for grant funds under the Roberti -Z'berg-Harris Urban Open Space and Recreation Program for improvements at the SLO Swim Center. FISCAL IMPACTS: None at this time. The Roberti-Z'berg-Harris Urban Open Space and Recreation Grant Program is a matching program and should the grant application be successful , the State will fund 4/7 percent and the local agency must match with 3/7 percent of the project total which is estimated at this time to be $350,000. r i Resolution attached. (1989 Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE ROBERTI-Z'BERG-HARRIS URBAN OPEN SPACE AND RECREATION PROGRAM FOR A THERAPEUTIC POOL AND SOLAR HEATING ADDITIONS AT SLO SWIM CENTER IN SINSHEIMER PARK WHEREAS, the Legislature of the State of California has enacted the. Roberti-Z'bert-Harris Urban Open Space and Recreation Program, which provides funds to certain pol.iti'cal subdivisions of the State of California for acquiring lands and for'developing facilities to meet urban recreation needs; and WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program, setting up necessary procedures governing applications by local agencies under the program; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of applications prior to submission of said applications to the State; and WHEREAS, said applications contain a certification that the applicant will comply with all federal., state, and local environmental , public health, relocation, affirmative action, and clearinghouse requirements and i all other appropriate codes, laws, and regulations prior to the expenditure of the grant funds; and WHEREAS, the project(s,) applied for under this program must be of a high priority and satisfy the most urgent park and recreation needs, with emphasis on unmet needs in the most heavily populated areas; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Luis Obispo hereby: 1.. Approves the filing of -an application for funding under the Roberti-Z'berg-Harris Urban Open Space and Recreation Program; and, 2. Certifies that said agency understands the general provisions of the agreement; and, 3.. Certifies that said agency has or will have sufficient funds to operate and maintain the projects) funded under this program; and, 4. Certifies that said agency has or will have available, prior to commencement of any work on the project(s) .included in this application, the required match; and, q -.3 Resolution No. (1989 Series) Page 2 5. Certifies that the project(s,) included in this application conform 'to the recreation element of any applicable city or county general plan; and, 6. Appoints the Director of Parks and Recreation as agent of the City of San Luis Obispo to conduct all negotiations and- execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests, and so on that may be necessary for the completion of the aforementioned project(s) ; and, 7. Appoints the City Attorney as legal counsel for said agency with authorization to sign the certification on Pages l and 2 of the application.
