SUBJECT: Memorandum of Agreement between the City of San Luis
Obispo and the San Luis Obispo Firefighters Association
for the period 7/1/89 - 6/30/94
CAO RECOMMENDATION:
Adopt resolution approving the Memorandum of Agreement.
BACKGROUND:
Negotiations earlier this year with the Firefighters Association
and the Police Association led to the adoption of Resolution No.
6287 in May. It provided the Firefighters with the opportunity to
begin negotiations on a new Memorandum of Agreement one year
earlier than agreed to in the previous MOA.
Negotiations began and Council was briefed on July 18, on the
various issues of mutual concern and economic considerations. Bill
Avery, the City's chief negotiator, Wayne Peterson and the
Personnel Director then met for several sessions with the
Association's negotiating team led by Tony Spitaleri, a
professional negotiator from Palo Alto.
A closed session was held with Council again on September 5, 1989,
where they reviewed an updated status report and refined the
economic guidelines. A tentative agreement was reached in late
September.
The agreement reflects and strengthens the continued cooperation
between the Association and the Fire Chief to address departmental
issues of mutual concern in a productive manner. -Following is a
summary of the significant changes and cost items included in the
agreement. The agreement is within the economic guidelines
discussed with Council. The salary increases are in line with the
other employee groups and maintain; the same relationship to the
labor market as provided the other employee groups.
Economic Issues:
Year I 1 July 89 - Five percent. (5%) salary increase for all
employees in the unit.
1 July 89 - Pay incentive to increase from $300 to $325
per month for EMT Paramedic assignment and beginning this
MOA $100 per month for fire captains regularly assigned
to Fire Station I
1 July 89 - Uniform allowance to increase from $500 to
$600 per year

1 December 89 - City's contribution toward employee's
health insurance increased from $257 to $300 per month
and by $25 annually thereafter for the term of the
agreement
1 January 90 - Five percent (5%) increase in salary for
all employees in unit
Year 2 1 July 90 - Five percent (5%) salary increase
1 January 91 - Three percent (3%) salary increase
Year 3 1 July 91 - Four percent (0) salary increase
1 July 91 - EMT-Paramedic Pay Incentive increases to $375
1 January 92 - Four percent (0) salary increase
Year 4 1 July 92 - Four percent (0) salary increase
1 July 92 - Uniform allowance to increase to $700 per
year.
1 January 93 - Three percent (3%) salary increase
Year 5 1 July 93 - Four percent (4$) salary increase
1 January 94 - Three percent (3%) salary increase
OTHER I 0 JES:
To facilitate the timely resolution of problems and exchange
information of benefit to both parties during the course of
the five year agreement we addressed specific committee
assignments and regularly scheduled meetings. These include.:
- The continuation of monthly meetings between the Fire Chief
and members of the Association, at the request of either
party, to discuss problems or other subjects of interest.
- A committee of the Fire Chief, Personnel Director, and
members of the Association to develop a light duty/return to
work policy
- A committee with the same composition to discuss the work
schedule
Additionally, changes to holiday and leave policies and
procedures were incorporated to mutually meet Departmental and
Association needs. Family leave consistent with other City

employee groups was also agreed upon.
FISCAL IMPACT:
Estimated increased costs in this agreement are $155, 680 for
year 1, $186, 376 for year 2 , $174,762 for year 3, $182,912 for
year 4 and $179,543 for year 5. These are total compensation
costs including all incentive pay, uniform allowance and
health insurance contribution increases.
RECOMMENDATION:
Adopt resolution approving the Memorandum of Agreement. The
Agreement is consistent with the Council 's direction
concerning cooperative and positive employee-employee
relations with employees and within the economic guidelines
for both this and other units.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS
OBISPO ADOPTING AND RATIFYING THE MEMORANDUM OF
AGREEMENT BETWEEN THE CITY OF SAN LUIS OBISPO AND
THE SAN LUIS OBISPO FIREFIGHTERS ASSOCIATION FOR THE
PERIOD JULY 1, 1989 - JUNE 30, 1994.
BE IT RESOLVED by the Council of the City of San Luis Obispo
as follows:
Section 1. The Memorandum of. Agreement between the City of
San Luis Obispo and the San Luis Obispo Firefighters Association,
attached hereto as Exhibit "A" and incorporated herein by this
is hereby adopted and ratified.
:ion 2 . The Finance Director shall increase the Personnel
.....vices appropriation accounts to reflect the negotiated
compensation changes.
Section 3 . The City Clerk shall furnish a copy of this
resolution and a copy of the executed Memorandum of Agreement
approved by it to: Dan Wunsch, President SLO FFA; Ann McPike,
Personnel Director; Bill Statler, Finance Director.
