SUBJECT: French Park Development - Phases I & II
CAO RECOMMENDATION:
By Resolution, Approve Modified Plans and Specifications
for Development of Phases I & II of French Park, Authorize Staff to
Advertise for Bids and Authorize CAO to Award Contract if Bids
Received are Below or Equal to Engineer's Estimate.
BACKGROUND:.
In late February 1989, the City Council received bids to begin the
City portion of the development of French Park. Having experienced a very
dry Winter in 1988-89, after a series of dry years and facing a dwindling
water supply for the City it was deemed prudent to reject, without
prejudice, all bids and request that the park designers resubmit a project
that postponed any landscaping.
City Staff met with representatives of the developer and the park
design firm and discussed numerous alternatives that would result in a
viable park project for the first phases of public development. After a
i lengthy delay, it was learned by Staff that the park design firm was no
longer under contract to continue design work and the City Engineering
Division was requested to add this task to their CIP list.
The Engineers have completed the modification of the plans and
rewritten the specifications. The modified project will accomplish all
underground facilities such as sewers, power and irrigation and also
include above ground amenities such as children's playground equipment,
family picnic areas and group gathering areas that will be available to
the neighborhood at completion of construction.
The plans now under consideration were so modified that should Winter
1989-90 bring an end to water concerns, the landscape portion of the
project could proceed, under a subsequent contract, with an irrigation
system. already in place. However, should water concerns continue during
1990, additional hard courts and game areas could be added without
disturbing the underground installation accomplished in Phases I & II.
ALTERNATIVES:
1. Approve plans and specifications for Phases I & II of French
Neighborhood Park, authorize staff to advertise for construction bids and
authorize CAO to award contract if bids received are lower than or equal
to the Engineer's estimate.
2. Do not approve plans for Phases I & II at this time; direct staff
-- to increase/decrease scope of project as seems fit by Council ; consider
bidding procedures at a later date.

Consideration of Plans and Specifications for Improvement at French Park.
FISCAL IMPACTS:
Funding for this project was determined in conjunction with the approval of the
French Park Master Plan, which provided for a combination of financing from the developer
(primarily land and infrastructure improvements), special resident park fees, ($750 per
unit), and City capital outlay fund contributions. There are six construction phases
planned for this project; the engineer's estimate for Phase I and II which are required
for bidding at this time is $116,900. To date, over $105,000 has been collected in
resident park fees. In addition, $60,000 in General Fund support was provided by
Council in the 1989-91 Budget (pg. E-15).
RECOMMENDATION:
By Resolution, approve plans and specifications for Phases I & II of French Park,
authorize Staff to advertise for bids and authorize CAO to Award contract if bids
received are lower than or equal to Engineer's estimate.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN. LUIS OBISPO
APPROVING PLANS AND SPECIFICATIONS FOR PHASES I & II
OF FRENCH PARK, AUTHORIZING STAFF TO ADVERTISE
FOR BIDS AND AUTHORIZING CAO TO AWARD CONTRACT
TO SUCCESSFUL BIDDER
WHEREAS, the City of San Luis Obispo is desirous of beginning public
improvements at French Park; and
WHEREAS, funds for these improvements are available in the Park In-
Lieu reserves and the Capital Improvement reserves;
NOW THEREFORE BE IT RESOLVED, that the City Council hereby approves
the Plans and Specifications for City Plan No. M-51Y, E. A. French Park,
Phases I & II, directs staff to advertise for bids and authorizes the CAO
to award the contract to the low bidder if bids are below or equal to the
Engineer Estimate.
