BACKGROUND: Early in 1987, plans and specifications for added improvements to the neighborhood park section of Laguna Lake Park were completed. This project was the result of an application for Federal assistance through the Land and Water Conservation Fund for which the City of San Luis Obispo received an allocation of $60,001.00. As required by the Land and Water Conservation Fund program, the plans and specs were submitted to the State Department of Parks and Recreation for their review and approval . This approval was received in June 1989. Because of the two+ year lag, the plans, specs and cost estimates for the project required updating and this task was completed in late October. In the development of the 1989-91 Financial Plan, one of the objectives of the Council 's Work Program was to "Improve and Expand Playgrounds" in existing City parks. (See page B-16, 1989-1991 Financial Plan) . Laguna Lake Park was one of the six parks to be improved and due to the close tie between this Council objective and the proposed park improvement project, the improvement of Laguna Lake Park playground was added to the project. State Park Bond Act funds in the amount of $15,000 is available for these improvements. In addition to the expansion of the playground, the project includes: Additional parking, expanded multi-use area surrounding the playground, a large group gathering area for family or daycamp use, volleyball courts, lake bank stabilization for a windsurfing take-off/landing area and a canoe launching beach. ALTERNATIVES: 1. Approve plans and specifications and authorize staff to advertise for bids. This action will allow advertising procedures and contract negotiations to be accomplished during the Winter and construction to begin in early Spring. 2. Do not approve plans at this time, and await development of a Master Plan of the entire park. This action would keep any development of Laguna Lake Park in a holding pattern for at least two years and place an approved Federal Grant and a portion of a State assistance grant in jeopardy of being revoked. ���►�►�Hi�iIIIIIIIIP�►�u►gllllll MY of San LUSS OBISPO COUNCIL AGENDA REPORT Laguna Lake Park Improvements, Continued. CITIZEN PARTICIPATION: The Park and Recreation Commission has devoted a great deal of time to the question of Laguna Lake Park development. They have studied, in detail , the plans for this proposed project and have recommended that the project should proceed as planned. The Commission's findings were that the project: Would improve the quality and expand the use of the park for current users, is consistent with previous Commission recommendations for total park development and that completion of this project would allow the future Park Master Plan a foundation area from which to plan the remainder of the park development. CONCURRENCES: The Community Development Department, in certifying applications for the aforementioned Federal and State Grants, has determined that this project is consistant with the General Plan. The Public Works Department has reviewed the project plans and determined that all code and current development standards have been incorporated. FISCAL IMPACTS: Engineer's estimate for the project is $ 239,200.00. $ 75,500.00 will be recovered from grant sources. Funding has been budgeted for this - project as follows: 1987 - 1989 (E-14) $181,000.00 1989 - 1991 (E-16) $ 18.000..00 $199,000.00 As indicated above, the engineer's estimate is $40,200.00 greater than original budget estimates. Based on final bid award amounts, any variance will come from the capital appropriations account pursuant to the City CIP fiscal policy, (1989 -1991 Financial Plan page E42 ) . RECOMMENDATION: By Resolution, approve plans and specifications for Laguna Lake Park Improvements, City plan No. N-59Y, authorize staff to advertise for bids and authorize CAO to award contract if bids received are equal to or below Engineer's estimate. RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING PLANS AND SPECIFICATIONS FOR LAGUNA LAKE PARK IMPROVEMENTS, AUTHORIZING STAFF TO ADVERTISE FOR BIDS AND AUTHORIZING CAO TO AWARD CONTRACT TO SUCCESSFUL BIDDER WHEREAS, the City of San Luis Obispo is desirous of continuing public improvements at Laguna Lake Park; and WHEREAS, funds for these improvements are available through grant monies received from the Land and Water Conservation Fund and Park In-Lieu Fees ; NOW THEREFORE BE IT RESOLVED, that the City Council hereby approves the Plans and Specifications for City Plan No. N-59Y, Laguna Lake Park Improvements, directs staff to advertise for bids and authorizes the CAO to award the contract to the low bidder if bids are below or equal to the Engineer Estimate.
