filed with the City Clerk prior to the beginning of the meeting.
As a general rule, action will not be taken on issues not listed on the agenda.
Staff will generally be asked to follow-up on such items. The Council is
interested in hearing from the public regarding issues or concerns of the y

1. APPEAL OF ENVIRONMENTAL DETERMINATIONS AND CONSIDERATION OF TENTATIVE MAP
- 124 HIGHLAND DRIVE (ROSSI/407 - 30 min. )
Public hearing to consider A) an appeal by Charron O'Neill of Community
Development Director's action granting mitigated negative declaration on
environmental impact for Minor Subdivision 89-116 located at 124 Highland
Drive; and B) a tentative map creating 3 lots from one lot at 124 Highland
Drive; R-1 zone; Ina and Norman Lerner, subdividers.
RECOMMENDATION: Adopt resolution denying appeal and approve tentative map
subject to recommended findings and conditions as recommended.

2. MARGARITA RIVIERA SPECIFIC PLAN (ROSSI/467 - 30 min. )
Consideration of concept review of specific plan principles and workscope
for environmental .impact report for a 151-acre site proposed for
approximately 500 dwellings, a park and open space, east of Margarita
Avenue; GP/R 1403, SP 1404 (continued from 1/31/89) .

features of a specific plan, and scope of environmental impact report as
recommended.

Consideration of plans and specifications for "French Park Improvements,
Phases I and II," City Plan No. M57-Y; engineer's estimate $116,900
excing contingencies; to date, over $105,000 has been collected in
res .dent park fees (plans and specifications available in the Council
office for review) .
RECOMMENDATION: Adopt resolution approving plans and specifications for
French Park Improvements and authorize staff to advertise for bids as
recommended.

4. LAGUNA LAKE PARR IMPROVEMENT PROJECT (STOCKTON/N-59Y - 15 min. )
Consideration of plans and specifications for "Laguna Lake Park
Improvements," (which include playground expansion, stabilization of bands
for canoes and windsurfing, and day camp facility); City Plan No. N-59Y;
engineer's estimate $239.200, $75,000 to come from grant sources (plans
and specifications available in Council Office for inspection) .
RECOMMENDATION: Approve plans and specifications for Laguna Lake Park
Improvements, authorize staff to advertise for bids, and authorize CAO to
award contract if bids within engineer's estimate as recommended.

action only on such matters which have been noticed at least three days in
advance of the meeting unless special circumstances are found to exist. Formal
action or approval is not preferred and. such items should be continued to the
next Regular Meeting.
