BACKGROUND: DISCUSSION On February 6, 1990, the council introduced Ordinance No. 1160 to print, approving a zoning change from Low Density Residential (R-1) to Public Facility, with special considerations (P-F-S). The "S" overlay zoning was applied to the site to address land use compatibility and parldng and traffic concerns associated with its future development. SIGNIFICANT IMPACT The council has concurred with the negative declaration by the Community Development Director. No significant fiscal or environmental impacts are anticipated. CONSEQUENCES OF NOT TAKING THE RECOMMENDED ACTION If the council does not give final passage to the ordinance, the property would remain as is until plans were approved by the city for a residential development consistent with the present R-1 zoning. RECOMMENDATION Grant final passage to Ordinance No. 1160, rezoning property at 1575 Bishop Street from R-1 to PF-S. Attached: Ordinance No. 1160 Vicinity Map RECEIVED d:zoningwp FEB 91990 CITY CLERK SAN LUIS OBISPO,CA ORDINANCE NO. 1160 (1990 SERIES) AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO AMENDING THE THE OFFICIAL ZONE MAP OF THE CITY TO REZONE PROPERTY AT 1575 BISHOP STREET, FROM R-1 TO PF-S (GP/R 1422) WHEREAS, the Planning Commission and City Council have held hearings to consider appropriate zoning on subject property in accordance with Section 65800 et.seq. of the Government Code; and WHEREAS, the City Council finds that the proposed zoning is consistent with the general plan; and WHEREAS, the rezoning has been evaluated in accordance with the California Environmental Quality Act and the city's Environmental Impact Procedures and Guidelines and a negative declaration has been granted by the city; and WHEREAS, the proposed zoning promotes the public health, safety and general welfare; and WHEREAS, the Special Considerations overlay zoning designation is intended to require review of projects to ensure that development of the site is compatible with the adjacent residential neighborhood. BE IT ORDAINED by the Council of the City of San Luis Obispo as follows: SECTION 1. Pursuant to the city's Environmental Guidelines, the project's negative declaration is hereby affirmed. SECTION 2. That the property at 1575 Bishop Street be rezoned from R-1 (low-density residential) to PF-S (Public Facility, Special Considerations) as shown on the attached zoning map. 1160 1 Ordinance No. 1160 (1990 Series) GP/R. 1422 Page 2 SECTION 3. This ordinance, .together with the ayes and noes, shall be published once in full, at least (3) days prior to its final passage, in the Telegram- Tribune, a newspaper published and circulated in said city, and the same .shall go into effect at the expiration of thirty (30) days after its said passage.
