This term to expire March 31, 1993. We would like to thank Ted Wheeler for his service to this board. The Subcommittee further recommends the reappointment of Robert Sorensen, term to expire March 31, 1994. We would also like the Council to support the involvement of this advisory group in areas other than personnel hearings. We suggest the following areas and would appreciate your concurrence: 1) Employee Suggestion/Incentive Program (See attached memo.) 2) Volunteer Program as identified in the Mayor/Council Work Program (see attached). /ss Attachments l Memorandum Page Four EmQloyee Suggestion/Incentive Program Councilmember Rappa expressed an interest in having the City develop a employee suggestion/incentive program. Toward that end, the Personnel Department has a major. objective to implement such a program. Initial discussions were held last summer at a Management Team meeting. The Management Team agreed that the concept had merit but that additional research was necessary. Questions were raised that included: When is an .idea the result of extraordinary effort and creativity and when is it a normal part of the job? How do you develop criteria to make such a distinction? Will such a program require additional administrative efforts? Can we design a program that will encourage: participation and not be viewed negatively by the employees which has been the experience of other local agencies? Is this something employees want? What is appropriate compensation for an. award winning idea? , The Personnel Department is continuing to proceed with this program and;will be settig up a management/employee committee to work on the project. Increased Council Role in Community Fund Raising/Volunteer Efforts B-16 rT '3 POLICIES AND OBJEC'i . ✓ES COUNCIL WORK PROGRAM - COMMUNITY FUND RAISING(E-4) OBJECTIVE Identify and implement ways in which Council members can encourage, stimulate and provide leadership in community fund raising and volunteer efforts in accomplishing civic programs and projects. PROGRAM SUMMARY The Council has expressed a desire to become more involved as a "catalyst" for community and corporate volunteer efforts for a range of projects. Such projects may include historic restorations (eg: Rodriguez Adobe, Fremont Theatre, Railroad Water Tower), park and recreation facilities and other civic projects related to entertainment or education; among others. The Council's role could include fund raising, sponsorship, public speaking, awards or recognition programs to honor groups and individuals who contribute. Means of community and corporate involvement could include donations (money, materials, services), "adopt-a-project" approaches, sponsorships and foundations. The purpose of the program is to place the Council in a visible, leadership position when it comes to stimulating civic energy and creativity to address community wants, and decreasing reliance upon government to solve all problems and pay for all projects. KEY MILESTONES TIME REQUIREMENTS BUDGET 1. Appoint Council subcommittee to identify 2 months types of projects and possible approaches. 2. Report to full Council for concurrence; volunteer for various assignments. 2 months (1) STAFF WORK HOURS:.20 hours NOTES 1. No direct expenditures expected at this time. Staff time is 'for assistance during start-up. Some approaches may require additional staff time and some funding (eg: for seed money or matching grants; awards and recognition programs).
