Re : Neighborhood Prot tion and Enhancement Program
For many years I have watched, with great envy, how other cities
have established communication links with neighborhoods in their
communities . I first became aware of this through my involvement
with the Old Town Neighborhood Association. Over the past year
or so, I have felt perhaps the time was right for San Luis
Obispo.
Since December I have been meeting with various interested
individuals . some represent already established neighborhood
groups , some not . On behalf of those individuals and myself I
would like to request Council schedule this item for discussion.
Attached is a suggested framework. Included within that
framework are areas the Council has identified in our Council work
Program. we have also put together a map showing suggested
areas .
There are a number of revenue sources , as we well know "You don' t
get something for nothing" . They include : business license fees
for residential occupancy permits , local transfer tax, fine
revenues from residential parking program and noise violations;
etc .

NEIGHBORHOOD PROTECTION AND ENHANCEMENT PROGRAM
PURPOSE :
To protect and enhance existing neighborhoods and
recognize the contribution they make to the character of the
city.
NEEDS:
The needs of the residents of existing neighborhoods include:
1 . quiet enjoyment of their houses
2 . safety for residents
3 . long term stability
4 . aesthetically pleasing neighborhoods
5 . parks and recreation areas
The city shall ensure that the long term character of
neighborhoods shall not deteriorate due to:
intensified development
incompatible uses
high density occupancy
inadequate property maintenance
excessive traffic and speeding
parking impacts
noise
criminal activities
OBJECTIVES :
Identify and designate neighborhood areas .
Establish and help organize neighborhood associations .
Notify neighborhood associations of policies and all proposed actions
that have neighborhood impacts .
Provide a communications procedure for associations to identify
neighborhood improvements .
Establish a Neighborhood Protection and Enhancement Program
in the General Plan.
IMPLEMENTATION:
Provide a neighborhood planner/advocate to establish and
implement these programs .
