I first became aware of this through my involvement with the Old Town Neighborhood Association. Over the past year or so, I have felt perhaps the time was right for San Luis Obispo. Since December I have been meeting with various interested individuals . some represent already established neighborhood groups , some not . On behalf of those individuals and myself I would like to request Council schedule this item for discussion. Attached is a suggested framework. Included within that framework are areas the Council has identified in our Council work Program. we have also put together a map showing suggested areas . There are a number of revenue sources , as we well know "You don' t get something for nothing" . They include : business license fees for residential occupancy permits , local transfer tax, fine revenues from residential parking program and noise violations; etc .
