DISCUSSION April 16 - 22 has been designated as Earth Week. The purpose of Earth Week is to promote environmental awareness through education and other activities. One of the issues being addressed during Earth Week is air quality. Air quality is directly affected by auto emissions; therefore the increased use of mass transportation can improve air quality by reducing the number of automobiles on the road. The purpose of holding a free transit day is to heighten awareness of the benefits of mass transportation and to hopefully attract new riders who will continue to use the City's transit system in the future. On March 16, 1990 the San Luis Obispo Regional Transit Authority designated April 17 as "Free Transit Day. " Staff is recommending that the City hold its "Free Transit Day" on the same date so that the two systems can jointly promote and deliver the free service to the community. Although the actual. Earth Day is on April 22 (Sunday) , the April 17th date was selected in order to attract commuters going to and from work. CONCURRENCES On March 14, 1990, the City's Mass Transportation Advisory Committee unanimously voted to recommend to the City Council the designation of April 17, 1990 as "Free Transit Day. " FISCAL IMPACT Because the City derives the majority of its revenues from bus passes and contractual arrangements, a free transit day is estimated to cost no more than $200. This would bring the City's total direct contribution to Earth Week to approximately $1200 (based on the $1000 contribution approved by the Council on March 20, 1990) . (1990 SERIES) RESOLUTION DESIGNATING APRIL 17, 1990 AS "FREE TRANSIT DAY" WHEREAS, the City of San Luis Obispo has long supported environmental protection and natural resource management programs and policies and is therefore a supporter of the Earth Week activities scheduled for April 16 - 22, 1990; and WHEREAS, the purpose of Earth Week is to promote environmental awareness through education and other activities; and WHEREAS, one of the issues to be addressed during Earth Week is air quality and beneficial impacts on air quality which are possible through the increased use of mass transportation; and WHEREAS, by offering a "Free Transit Day" in conjunction with the San Luis Obispo Regional Transit Authority, the City hopes to call attention to the benefits of mass transportation and to attract new riders to the bus system. NOW THEREFORE, BE IT RESOLVED that the City of San Luis Obispo hereby designates April 17, 1990 as "Free Transit Day" and encourages all residents of San Luis Obispo County to consider the use of bus service on that date and thereafter.
