Pierce , Projects Manager.-,& v SUBJECT: Purchase of Trailer Mounted Restroom Facilities (Agreement Number A08-90-CCN) CAO RECOMMENDATION: By motion approve the purchase of two trailer mounted restroom facilities from WMI Services for $36, 922 . 87 including sales tax, and authorize the Mayor to sign contract documents . BACKGROUND: The FY 1987-89 Financial Plan Capital Reinvestment Plan identified the enlargement of the restroom at Mission Plaza as a project that should be studied, designed and constructed. During the study phase, it was determined that the existing restrooms were adequate except during special events . It was also determined that a similar need for larger restrooms during special events exists at other parks and at Farmer ' s Market . A trailer mounted facility could meet these needs plus could provide restrooms at other locations for special events . DISCUSSION: On January 16 , 1990, Council approved specifications for two Trailer Mounted Portable Restroom Facilities . On February 28 , 1990, a single bid in the amount of $36 , 922 . 87 from WMI Services of Bakersfield, California was opened . This bid was was more than staff had anticipated. During the preparation of the specifications staff had been in contact with two manufacturers . One manufacturer had provided prices upon which the staff ' s estinmate was based. After receiving the bid, staff contacted the vendor to determine if the specifications had required modifications from a standard unit that could account for the increase in price. It an that the prices provided by the manufacturer were the prices to his distributor rather than retail prices . The second manufacturer with which staff had contact, also deals through WMI Services and his proposal to them was higher than the one that they submitted to the City. The two restroom trailers to be acquired through this purchase will each have four unisex restrooms with flushing toilets . The trailers have water and sewage holding tanks to support 150 uses per toilet . The units may also be connected to water , sewer and electrical power . When so connected, they will function indefinitely.
