SUBJECT: Surplusing of Out of Service Aerial Fire Truck-2
(1956 Seagraves) and Related Equipment
CAO RECOMMENDATION:
Adopt Resolution authorizing the CAO to proceed with the sale of Aerial
Truck-2 to Amigos/USA along with related pieces of equipment integral
to its operation.
DISCUSSION:
Based on the Fire Department Mechanic's Operational Status Report dated
February 9, 1987, Truck 2 a 1956 Seagraves 85 ' Aerial Ladder Truck, was
decertified from reserve status and has since been in storage at Fire
Station 2. The report cited braking and steering problems, structural
defects in the aerial ladder itself, and antiquated hydraulic controls,
as well as extreme difficulties in procuring critical parts for repairs
and maintenance. This vehicle also contains various pieces of fire
suppression equipment that are no longer suitable for use or are
designed for use only on this particular Truck (Exhibit A) .
Amigos/USA is a non profit organization designed to assist in the
relocation of fire equipment which has been removed from service in the
United States to needy citizens and Fire Departments of Mexico. The
group is made up of Mexican and U.S. firefighters and was formed after
the Mexico City earthquake pointed out the lack of fire equipment in
Mexico. Amigos/USA has evaluated Truck-2 and offered to purchase it
for $1000 (Attachment fl) . Additionally, the City would gain
recognition for its participation in the equipment relocation program.
Staff recommends that Truck-2 be sold to Amigos/USA for the sum of
$1000 including pick up and delivery. Other open market sales or
auctions may result in slightly more money being returned to the City;
but a severe liability problem will have to be dealt with. Operating
this 85' aerial ladder improperly is dangerous and could result in City
liability for selling an uncertifiable ladder truck. However, an out
of the Country sale/donation will minimize this liability exposure.
The City Council has considered replacement of Truck 2 in the 1987-88
fiscal plan, and equipment replacement funds have been included in the
FY.1990-91 Budget. Delivery of a new aerial unit should occur sometime
after January of 1991.
FISCAL IMPACT
A cash sale of $1, 000 to Amigos/USA will require a one time action by

City staff. Other alternatives will require staff time and the City
will incur administrative costs to either relocate the vehicle to a
northern California vehicle sales broker or direct sale by the City.
Both of these options have the potential for sales prices of up to
$2,000. Selling Truck-2 on the open market increases liability
exposure for misuse of the vehicle or vehicle failures.
CONCURRENCES:
The City Attorney's office has reviewed the sale as recommended by
staff and concurs that the liability issue is best handled by the out
of Country sale. The Finance Department also concurs.
ALTERNATIVES:
1. Adopt Resolution authorizing the City Administrative Officer to
contract with a specialty professional auction company for full
service used vehicle sales.
2. Adopt Resolution authorizing the City Administrative Officer to
surplus Truck-2 via the City's regular property disposal auction
held periodically.
3. Adopt Resolution authorizing staff to advertise in appropriate trade
publications and authorize the City Administrative Officer to sell
the vehicle to the highest bidder.
PRO/CON OF ALTERNATIVES:
Alternative No. 1
This alternative would probably maximize the sales price received for
Truck 2, and reduces, but does eliminate, the liability associated with
marketing the used vehicle ourselves. Services provided by specialty
auction and sales companies include delivery of the vehicle to the
auction site, processing of title transfer and other documentation,
logo removal, release of liabilities, and promotion, advertizing and
conducting the sale to a target group of potential buyers. Each of
these services reduces the net return to the City. Experience of other
used truck sales show that the City could expect a gross return of
approximately $1000 - $1500. However, transportation charges for
transportation and handling by the specialty sales company would reduce
return to the City's revenues to approximately $500 - $1000. This
alternative would also eliminate the City's control over the actual
selling price.
Alternative No. 2
This alternative is arguably the most consistent with past practice for
the disposal of surplus City property. However, if this alternative is
selected, there is a strong likelihood that a local auction would not
attract buyers for specialty piece of equipment. If sold locally, the
sales price could be extremely low. Issues of title transfer and
liability release would also have to be handled locally.

Alternative No. 3
The selection of this option would allow the City to set whatever
selling price it chooses for the Aerial Truck 2. This alternative
would require the City to purchase advertising space and would require
staff time. Selling the truck under this option would probably result
in a selling price of $1,000 to $1,500. Special care would need to be
taken to assure that the City did not incur the liabilities of
marketing a piece of substandard fire apparatus without appropriate
release waivers.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
DECLARING AERIAL LADDER TRUCK AND RELATED EQUIPMENT LISTED IN EXHIBIT A
AS SURPLUS PROPERTY
BE IT RESOLVED by the Council of the City of San Luis Obispo as
follows:
SECTION 1. That the City Council hereby declares that the 1956
Seagraves Aerial Ladder Truck and all items of personal property listed
in Exhibit A attached and incorporated herein by referenceare surplus
property.
SECTION 2. Disposal of the property shall be made by direct sale to
Amigos/USA for the sum of $11000 by the City Administrative Officer.

Dear Chief ;
Thank you for your interest in our program, and the
opportunity to share the details with you. I am writing it
anticipation of your assistance in helping our Brother Fire
Fighters in Mexico.
AMIGOS/USA was created two years ago after observing the
desperate plight of the Fire Service in the Nation`'`of -Mexico.
In Mexico, many cities that would be much like San Luis
Obispo, do not have the resources to provide life safety
services. Mexican Fire Departments depend on donations,
support from service groups and the traditional Bar-B-Que for
money to fund day to day operations.
With a desire to help, and the knowledge that a lot of
the fire equipment no longer serviceable in California would
be of great benefit to Mexico, we decided to do something.
Joining with the Mexican Fire Chiefs Association we developed
a fund raising program.. Monies generated through the sale of
Identification cards and flat badges issued by the Mexican
Fire Chiefs, provide the resources for purchase of surplus
fire equipment.
Though still a relatively small group of about two
hundred members, we have purchased two fire apparatus for
donation to Mexico and have been instrumental in the
acquisition and placement of five other Engines. We also
attempt to outfit each apparatus so they go immediately into
first line service.
