MossyJ Wastewater i ion Manager SUBJECT: Submittal of Plans and Specifications for "Wastewater Treatment Plant Digester # 2 - Repair, Phase 2, City Plan No. P-38S11. CAO RECOMMENDATION: By motion, approve plans and specifications, "Wastewater Treatment Plant Digester # 2 - Repair, Phase 2, City Plan No. P-38S11, and authorize solicitation of bids. Authorize CAO to award contract if the lowest responsible bid is within the Engineer's cost estimate. DISCUSSION: BACKGROUND On December 21, 1989 Council, by adoption of Resolution No. 6732 (1989 series) , approved plans and specifications for "Anaerobic Digester Cleaning Project-City Plan No. P-38S11. This project has been identified as having three (3) phases as there are three digesters to be cleaned and repaired. Cleaning and repair of Digester # 1 (Phase 1) was completed in September 1990. Cleaning of Digester #2 has been advertised, bid, and completed and staff is ready to proceed with the necessary repairs. An internal inspection of the digester has been completed and required repairs identified. Completion of the required repairs will complete Phase 2 of this project and staff will then proceed to Phase 3, Clean and Repair Digester # 3. Repair of the Digester is required to insure satisfactory operation and stabilization of the wastewater sludge. Repair also consists of applying a protective coating to the interior of the digester to protect metal and concrete surfaces from corrosion associated with anaerobic digestion. �d�►v,��mlllli(�I�Icity of San Luis OBISpo COUNCIL AGENDA REPORT. Digester #2 Repair, City Plan No. P-38S November 20, 1990 Page 2 CONSEQUENCES OF NOT TAKING THE RECOMMENDED ACTION Failure to complete the required repairs could result in violation of wastewater discharge requirements and structural deterioration of the digester. FISCAL IMPACT: The 'engineer's estimate for the repair of Digester #2 is $34,000. A detailed breakdown of the estimate is as follows: Engineers Estimate: Sandblasting $16,000.00 Interior Coating . . . . . . . . . 7,000.00 .Heat Exchanger Coating . . . .2,000.00 Miscellaneous Repairs . . . . .3.000.00 Equipment Installation. . . . .3,000.0o OSHA. . . . . . . . . . . . . . . . . . 3 .000.00 TOTAL ENGINEERS ESTIMATE $34,000.00 Contingencies @ 10% . . . . . . . . . 3 .400.00 TOTAL PROJECT COST $37,400. 00 Council approved funding for this project in the 1989-91 Financial Plan (Pg. E-7) . A total of $77, 000. was approved for cleaning and repair of the three digesters. An additional $70,000 was approved on June 12, 1990 for this project in anticipation of extensive repairs required for Phase 3 of this project (Pg. A-8, Approved 1990-91 Budget) . Funding for this project is from the sewer fund. Expenditures to date for this project are $55,000 for Phase 1 and $29,000 for the cleaning step of phase 2, for a total prior expenditure of $84,000. Engineers estimate for repair of Digester # 2 is $34,000. There are sufficient funds budgeted to complete the project. RECOMMENDATION: By motion, approve plans and specifications, "Wastewater Treatment Plant Digester # 2 - Repair, Phase 2, City Plan No. P-38511, and authorize solicitation of bids.
